The Manager - Petroleum Processing & Terminal Operations is responsible for directing and optimizing fuel operations across process units, blending, and terminal distribution. This role ensures that production targets, safety standards, environmental regulations, and quality requirements are consistently achieved. The position oversees day-to-day fuel blending and petroleum handling operations, long-range capital planning, regulatory compliance, and personnel development, while maintaining the highest levels of operational integrity and reliability. The finished fuel products supported by this role are relied upon across the petroleum industry and by major sanctioning bodies, committing to consistency and performance.
Qualifications
5-7 years of experience in the petroleum processing industry, with a strong background in process operations, blending operations, and terminal operations. 2-5 years of experience in production planning, scheduling, and project management. Strong knowledge of petroleum equipment and systems: loading racks, storage tanks, vapor recovery, and rotating equipment. Proficiency in reading and interpreting P&IDs, operational standards, and compliance documentation. Knowledge of ANSI, API, OSHA, EPA, and related federal/state regulations. Mechanical aptitude with strong troubleshooting and problem-solving skills. Excellent interpersonal and communication skills with the ability to collaborate across levels and functions. Preferred
SAP (Plant Maintenance, Asset Management, Work Order Management). Budget development and management experience. Contract administration training and vendor management expertise.
Responsibilities
Oversee Operations: Direct daily process unit, blending, and terminal operations to ensure safe, reliable, and efficient fuel production and distribution. Develop and execute short- and long-term maintenance and capital plans. Ensure Compliance: Maintain strict adherence to OSHA, EPA, DEP, API, and PSM requirements, leading audits, incident investigations, and corrective action programs. Lead & Develop Teams: Manage hiring, training, and certification of operators and staff. Promote a strong safety culture and ensure readiness through drills and emergency response programs. Manage Budgets & Projects: Develop and control operating and capital budgets, oversee procurement and contractor administration, and manage turnaround activities and special projects. Coordinate Terminal Operations: Oversee tank transfers, dock operations, and facility agreements, acting as Incident Commander during emergencies and coordinating with internal HSE and security teams.
