Description/Duties
The City of Mesa's Department of Innovation and Technology (DoIT) is hiring for two (2) current vacancies. One vacancy is in the Application Support (Utility Services), and one is in the ERP (Enterprise Resource Planning) Assignment.

The first review of applications will be on Monday, August 25, 2025, and weekly thereafter.

The Information Technology (IT) Engineer II class provides skilled technical services in support of installation, configuration, testing, integration, and ongoing support for City applications or infrastructure requiring an in-depth knowledge of the City's platforms and environment in support of meeting availability and performance goals. This class applies to Business Solutions and Application Development; Business Analytics; Database; Desktop and Mobile Services; Service Desk; Geographic Information System (GIS); Network; Security; Unified Communications; and Server, Storage, and Backup.

Common duties include: performing work on multiple assignments simultaneously such as configuration, integration, development, testing, and resolution of problems for systems; assessing, troubleshooting, and following established guidelines in the escalation of hardware, software, and networking problems; initiating and/or maintaining Incident Reports (IRs) using an on-line incident management system; assisting with research, evaluation, and implementation of new technologies and/or packaged software; installing and supporting hardware and/or software; preparing and/or updating system documentation; controlling changes in system environments to ensure stable and reliable delivery of computer resources; coordinating and mentoring staff; developing and analyzing data for problem resolution and strategic planning; implementing, maintaining, and monitoring systems and their related subsystems; participating in projects and/or leading small- to medium-scale projects and activities related to City computer systems, data, and infrastructure; participating in design, programming, installation, and/or implementation of information systems; planning, analyzing, designing, implementing, coordinating, and scheduling processes, procedures, and strategies for systems that function or communicate across multiple platforms; supporting computing processes executed across multiple platforms and/or networks; and utilizing monitoring, forecasting, trend analysis, and/or reporting tools. Ensures all work is done in alignment with City and IT long-term strategies. This class is also responsible for performing related duties as required. Project management duties may include: estimating task duration and complexity; developing work plans and scheduling target completion dates; informing customer and management of project status; coordinating efforts of team members; reviewing adherence to policies and procedures; and reviewing results with and motivating team members

Application Support (Utility Services) Assignment: This assignment is responsible for providing application support, integration, and may also include the development of applications, interfaces, and reports against multiple databases supporting vendor-purchased application solutions. The position performs complex diagnostics and troubleshooting in support of designated applications, including utility services, utility billing, payment/remittance processing, and metering applications. This assignment creates test scripts and performs quality assurance (QA) reviews with the goal of increasing the percentage of successfully implemented changes with a reduction in defects. The IT Engineer II is expected to have a comprehensive understanding of the technologies supported and actively share this expertise with others.

About the Ideal Candidate for Application Support (Utility Services) Assignment: The ideal candidate will have strong familiarity and experience in application support, integration, and development, including SQL and PL/SQL Stored Procedures, SQL Report development, Oracle and SQL database, JavaScript, and PowerShell; and the ability to readily understand business processes and assist customers with application implementations, integrations, and support. The ideal candidate is proficient in written and verbal communications, customer service, teamwork, project and technical leadership, report writing, and developing and maintaining technical documentation. Experience supporting utility services application areas, such as gas, water, wastewater, electric, etc., along with Hansen BannerCX, PowerBI, CA Automic Workload Automation, and Visual Studio C#, HTML 5, and XML is a plus.

ERP (Enterprise Resource Planning) Assignment: This assignment will be responsible for providing user support, system maintenance, and administration for multiple applications that make up our ERP portfolio.
The ERP Engineer II will provide day-to-day application support as part of a team and be responsible for supporting a variety of third party and in house interfaces/integrations, reporting applications, and databases. The position is responsible for performing system refreshes and patch deployment for the environment including coordinating and communicating with departments and users. The position leads and participates in the design, development, and support of integrations and data interfaces between the ERP environment and other internal or external systems; monitors the application environment, and coordinates application tuning and system monitoring of application servers and databases; troubleshoot and fix application problems, open IT vendor tickets and coordinate resolution; and assist users with report creation and data analysis. Employees in this class are required to participate in the team on-call support rotation and is also responsible for performing related duties as required.

About the Ideal Candidate for ERP (Enterprise Resource Planning) Assignment: Has strong technical, analytical, project management, learning, and communication skills who understands both ERP applications and business processes. The individual has the capacity to analyze and solve real-world problems and effectively communicate with both technical and non-technical City of Mesa staff at all levels of the organization. A proficiency in written communication, such as report writing, technical documentation and general correspondence along with the ability to verbally introduce highly technical topics to a diverse audience. The ideal candidate will have experience with Windows and Linux Server operating systems, server administration, container-based applications (Docker, Kubernetes, NGINX and Apache) management, MSSQL T-SQL, SQL Server Reporting Services (SSRS), PowerShell scripting, batch scheduling, and overall understanding and knowledge of technology infrastructure and security postures. Familiarity with current platform versions of CGI's Advantage Finance, Performance Budgeting, Human Resource module, Microsoft SharePoint, and/or C# with Visual Studio is a plus.

Minimum Qualifications Required. Any combination of training, education, and experience equivalent to graduation from an accredited college or university with a Bachelor's Degree in Computer Science or a related field, such as Engineering or Geography (by assignment). Considerable (3 - 5 years) computer systems experience in at least one of the following technical support areas: Applications, Database, Desktop, GIS, Network, Security, Server, or Web Support.

Special Requirements. For this position, an individual receiving a conditional offer of employment from the City of Mesa must pass a background investigation through the City of Mesa Police Department, the Arizona Department of Public Safety, and Federal Bureau of Investigation prior to commencing employment with the City of Mesa (by assignment).
