Functional Specialist/Advisor (Senior-Level)
located in

Provides expertise, guidance, consultation, facilitation, and thought leadership to the client and/or project team based on specialized in-depth expertise in fields such as engineering and technology; policy and administration; planning; analysis; training and development; facilities; communications; visual design; human capital; business; and management. Ensures quality is integral to the development, design, and manufacture of products or services. Monitors requirements through test and measurement activities; manages and leads quality assurance activities. Duties may include:
Analyze user needs and software requirements to determine approach and feasibility within time and cost constraints. Analyze information to determine, recommend, and plan computer specifications, layouts, and peripheral equipment modifications. Review existing programs and assist in making refinements to reduce operating time and improve techniques. Confer with systems analysts, engineers, programmers, and others to design systems and obtain information on project limitations, capabilities, performance requirements, and interfaces. Evaluate factors such as reporting formats, costs, and security needs to determine hardware configuration. Estimate software development costs and schedules. Consult with customers about software system design and maintenance. Collaborate with engineering staff to evaluate hardware-software interfaces, develop specifications, and resolve customer issues. Coordinate with data processing and project managers on project limitations and capabilities. Prepare reports and correspondence concerning project specifications, activities, and status. Skills and Experience:
Required: Bachelors degree or higher in relevant fields or equivalent experience. Experience providing guidance and direction in high technology programs. Senior-level or higher expertise in guidance, consultation, facilitation, and thought leadership in fields such as engineering, policy, program management, analysis, training, facilities, communications, visual design, human capital, and business. Desired: Masters degree or higher in related fields. Senior-level experience in engineering, design, and analysis of IT or related systems, including standards development. Experience with DoD/IC acquisition processes or PPBES. Experience with Remote Sensing, Photogrammetry, or Image Science. Knowledge of Model-Based Systems Engineering, tools, and languages. Previous NGA, NSG/ASG, IC, or DoD program experience. Experience with Agile methodologies and project management software such as Primavera, CRM, ERP, and financial tracking tools.
