The Administration for Strategic Preparedness and Response (ASPR) Hospital Preparedness Program (HPP) is a grant program that prepares the healthcare delivery system to save lives during emergencies that exceed the day-to-day capacity of healthcare and emergency response systems. This program enables the formation of public-private partnerships among multiple types of healthcare, public health, and emergency management organizations through healthcare coalitions (HCCs), which are networks of individual public and private healthcare and response organizations partnering to conduct preparedness activities and collaborating to ensure each member has what it needs to respond to disasters and emergencies. The selected candidate will be an employee of Public Health Solutions, a nonprofit organization which is the fiscal and administrative manager of the grant but will work be supervised by DOHMH.

This is a grant-funded position. Division Overview: The Office of Emergency Preparedness and Response (OEPR) promotes DOHMH’s and NYC’s ability to prepare for, respond to, and recover from health emergencies through the coordination of agency-wide emergency preparedness planning, training and exercises and through regular engagement with communities as well as city, state and federal partners. OEPR is responsible for ensuring DOHMH is in a constant state of readiness as well as preparing NYC’s healthcare system to respond to any type of emergency. Bureau Overview: OEPR’s Bureau of Healthcare and Community Readiness (BHCR) streamlines external partner engagement to launch a synchronized approach to building local capacity to respond and recover from disasters through community engagement; healthcare coalition planning, technical assistance programming, and operations, to best align our efforts across sectors while strengthening situational awareness and information-sharing. This Bureau also works to coordinate across NYC and with NYS partners to work on infectious disease preparedness and medical surge planning and developing robust mechanisms for program evaluation for continuous improvement. Leveraging technology, data and partner communications this bureau will support healthcare and community programs using preparedness and response applications, providing operational support for event coordination across 500+ healthcare and community partners. We leverage the HPP grant to enhance systems level readiness across NYC through partnerships across health care sectors, subject matter experts and sister agencies at the city and state level. Job Description: Reporting to the Senior Director, the Program Evaluation Manager will lead program implementation and quality improvement for healthcare and community readiness projects, including focused evaluation planning, streamlining work plan development and tool development for program managers, and supporting integration of grant requirements into programming with timely reporting. Duties: Lead strategically focused evaluation planning, conduct and reporting to gauge the success of the Hospital Preparedness Program (HPP) for the New York City Health Care Coalition (NYC HCC). Devise strategy and program management improvements through increased evidence base, standardization criteria for documentation and training and develop support tools for program managers. Assess capacity and capabilities of the HCC's through consulting with leadership and program managers and use results to drive program updates and improvements. Lead program implementation and quality improvement for the bureau, including designing standardized tools and processes for program management, providing technical assistance to bureau staff and developing opportunities to evaluate efforts. Coordinate across the division to integrate grant requirements into programming, develop performance measures, and complete timely performance reporting. Support evaluation for annual strategic goals planning and division-wide workforce initiatives to measure efficacy and identify development areas. Respond to public health emergencies in a key leadership role, which may include 24-hour availability. Qualifications: A master's degree and at least 10 years combined experience in public health, program evaluation, or program management Demonstrated ability to move forward multi-faceted projects with a variety of stakeholders Comfort and facility working with staff and leadership at all levels Excellent writing, communication, interpersonal, analytical, research, problem-solving, multi- tasking and organizational skills. Ability to prioritize and work in fast-paced environment with hard deadlines. This individual must reside in the tri-state area (NY, NJ, CT) by their confirmed start date. Preference may be given to individuals residing in New York City (5 boroughs) or surrounding New York State counties. This individual will be expected to work non-business hours during emergencies.
