Job Description Salary: $90,000 - $110,000 Position Overview

KLEO Community Family Life Center (KLEO) is seeking a visionary and strategic Director of Housing and Development to lead initiatives that advance affordable housing, real estate development, and neighborhood revitalization within our service areas. The Director will oversee housing development projects from concept to completion, build partnerships with public and private stakeholders, and drive community-centered development strategies that align with KLEOs mission of fostering economic stability, safe housing, and sustainable neighborhood growth.

Essential Functions & Responsibilities

Strategic Leadership & Planning Develop and implement KLEOs housing and development strategy, with a focus on equitable neighborhood revitalization and affordable housing. Oversee the planning, design, and execution of housing projects, ensuring alignment with community needs and organizational goals. Manage project pipelines, budgets, feasibility assessments, and timelines for all development initiatives. Monitor real estate market trends, zoning regulations, and housing policy changes to guide organizational strategies. Project & Program Management Lead real estate development efforts, including acquisition, pre-development, construction, and asset management. Coordinate financial feasibility analyses, risk assessments, and return on investment evaluations for proposed housing projects. Supervise contract negotiations, financing structures (TIF, grants, tax credits, private investment), and compliance with regulatory requirements. Oversee workforce and community development components tied to housing projects, including local hiring and training opportunities. Community Engagement & Partnerships Collaborate with community leaders, residents, and stakeholders to ensure projects reflect local needs and priorities. Represent KLEO in public forums, City Council meetings, and with partner organizations to advocate for housing and development initiatives. Build and maintain relationships with developers, investors, government agencies, and philanthropic partners to secure resources for housing initiatives. Champion inclusive development practices that prevent displacement and foster community wealth-building.

Qualifications

Education Bachelors degree in Business Administration, Urban Planning, Public Policy, or a related field (Masters preferred). Experience 15+ years of experience in housing, urban planning, real estate development, or community development. Demonstrated success managing multi-million-dollar housing and development projects. Expertise in neighborhood revitalization, land use planning, and economic development strategies. Skills & Abilities Strong financial management skills, including budget creation, feasibility analysis, and grant/contract management. Proven ability to engage diverse stakeholders, facilitate community engagement, and advocate for systemic change. Excellent leadership, communication, and organizational skills. Visionary leader; passionate about equitable housing and community development. Strategic thinker with the ability to translate policy into actionable projects. Collaborative and culturally competent, with a deep commitment to working in under-resourced communities. Results-driven, innovative, and resilient in navigating complex development challenges.
