MANTECH seeks a motivated, career and customer-oriented Senior Program Management Analyst to join our MCWL team in Stafford, VA. In this role, you will report directly to the Senior United States Marine Corps Portfolio Manager within the Marine Corps Warfighting Lab (MCWL) and the Office of Naval Research (ONR). You will integrate closely with subordinate program offices, supporting classified programs, resource planning, and rapid capability development initiatives across the U.S. Marine Corps.
Responsibilities include but are not limited to:
- Lead project and/or program management activities for an assigned USMC technology portfolio, collaborating with subordinate Program Management Offices, vendors, and government agencies to meet technology and capability development, evaluation, and experimentation goals.
- Support USMC resource planning and acquisition strategies through detailed analysis, development of alternative courses of action, and coordination with MCWL, CDD, and system commands across all Planning, Programming, Budgeting, Execution, and Analysis (PPBEA) and acquisition lifecycle phases.
- Support Joint, Department, and Service-level requirements validation processes, supporting classified program integration and alignment with operational force needs, including Combatant Command requirements.
- Engage in Service and Joint studies to assess warfighting gaps, inform DOTmLPF-C analysis, and generate R&D and operational prototype plans for candidate technologies, including rapid capability development initiatives.
- Provide comprehensive programmatic support including security, administration, and documentation efforts such as memos, briefings, and coordination materials for executive-level decision-making.
Minimum Qualifications:
- Minimum of 8 years of experience in program/project management, acquisition support, strategic or operational military planning, or related fields.
- Bachelor’s degree in a relevant field (e.g., public administration, business, political science, engineering, or related discipline). Additional 2 years of experience may be substituted in lieu of degree.
- Demonstrated experience supporting military capability portfolio planning and integration at all classification levels, including as a member of Military Service and/or Military Department Headquarters staff.
Preferred Qualifications:
- Proven background working with Marine Corps or Department of War PPBEA, Capability Portfolio Management, and/or Capability Based Assessment processes
- Strong familiarity with U.S. Marine Corps operations—whether through active duty, civilian service, or support contractor roles
- Experience working with information or materials requiring enhanced security protections such as Controlled Access Programs, Special Access Programs, or Alternative Compensatory Control Measures.
Clearance Requirements:
- This role requires an active DoD TS/SCI Clearance.
Physical Requirements:
- The person in this position must be able to remain in a stationary position 50% of the time. Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual communication, which may involve delivering presentations.
