Utility Billing And Collections Assistant

Perform cashier and customer service duties at the Charlotte Mecklenburg Government Center. Receive and process money for all bill types, fines, and other fees. Calculate change and issue receipts. Research water accounts in the utility billing system. Duties Assist with utility billing and collections functions. Perform cashier and customer service duties at the Charlotte Mecklenburg Government Center. Receive and process money for all bill types, fines, and other fees. Calculate change and issue receipts. Research water accounts in the utility billing system, validate and establish new services, transfer existing accounts, and disconnect services. Balance daily cash on hand with transactions processed. Trace and reconcile cash overages and shortages. Prepare bank deposits at end of day close-out. Prepare, maintain and review a variety of records and reports related to collections received. Prepare and submit invoice documentation to the E-Team for bill adjustments. Perform filing duties incidental to assigned tasks. Cross train and perform data entry work as assigned from the Remittance Processing, Central Cashier, and E-business areas. Train new employees e.g., Customer Revenue Service Assistant, interns or temporary staff for customer service and cashiering duties. Perform assigned duties of other employees as necessitated by absence or turnover. Skills Perform cashier/teller work. Provide excellent customer service. Assist with utility account management/maintenance services. Work in a team environment. Possess strong mathematics and computer skills. Clearly communicate orally and in writing. Education and Experience Minimum Qualifications - High School diploma or equivalent and 3 year(s) of relevant experience in customer service and cashiering; or 2 Year College degree and no year(s) of relevant experience. Proficient with utility billing systems; comprehension of customer credit laws that govern billing and collection of accounts receivable; knowledge of general accounting; accurate 10-key ability; application of research methods; effective written and oral communication skills; proficient with Microsoft Office; ability to prioritize work assignments, multi-task and work in a team environment. Conditions of Employment The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check. Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate's written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports. Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
