GENERAL PURPOSE The Director of Public Works manages and directs all activities and operations involving the City's Public Works (streets, solid waste, right of way beautification, and water and sewer utilities). This position directs the department through effective planning, staff management, and resource allocation; and assures the effective completion of projects and compliance with state and Federal regulations, City policies, procedures and goals. Position is responsible for the timely addressing of citizen complaints, both verbal and written, related to the Department's operation. Performs a variety of administrative, supervisory and complex professional work for environmental, water, sewer, street, and other public works projects and programs ensuring technical competence and compliance with all current codes and criteria; May serve as a Project Manager.

SUPERVISION RECEIVED Reports to the City Manager.

SUPERVISION EXERCISED Exercises autonomy and sound judgement over public works employees and functions.

ESSENTIAL DUTIES AND RESPONSIBILITIES Directs the activities of the Public Works staff; plans, prioritizes and assigns tasks and projects, instructs and trains staff, monitors work, develops staff skills, and evaluates performance; provides leadership, direction and guidance in operational strategies and priorities; coordinates Public Works operations within the city, and assures program objectives and standards meet City goals. Assess, analyze, and monitor workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes. Evaluates City needs and Capital Improvement Program plans, and determines operational plans, strategic plans, priorities, resource requirements and goals. Effectively and courteously communicate with the public and employees, in person, on the telephone, and in writing. Communicate on a proactive basis to resolve citizen complaints as they arise. Analyzes department financial and resource information, manages operating budgets, calculates operating costs. Provide capital improvements planning and recommend options for public works projects and capital improvement programs for the City's 5-year Capital Improvements Plan Prepares for and responds to various City emergency situations; ensures appropriate staff is trained and respond in accordance with the City's Emergency Management Plan. Coordinates and/or undertakes the development or update of the City Transportation Improvement Program (T.I.P.), Comprehensive Sewer Plan, Comprehensive Water Plan, the Capital Improvement Program, and other plans involving the municipal infrastructure. Coordinates the preparation of, or develops, reviews and updates the sanitary sewer, water, storm drainage, and street system maps, data base, and comprehensive plans. Maintains infrastructure records. Reviews utility permits, street use permits, franchise utility permits, etc. Performs other related duties as assigned or required. PERIPHERAL DUTIES Represent the City at public and private meetings and conferences relating to City business.

MINIMUM QUALIFICATIONS Education and Experience: Bachelor's degree and three years Public Works

experience. Strong background in water, wastewater, and solid waste. Considerable knowledge of municipal government with three years' experience in upper management capacity. Proven experience related to team management and oversight of at least 40 employees. Possession of, or ability to obtain within six months, Texas Class B licenses for

BOTH

Water and Wastewater. Must possess a valid Texas Driver's License or acquire one within six (6) months. Must have a safe driving record.

SPECIAL REQUIREMENTS Eight to ten years operational experience as a Public Works Director or Assistant Public Works Director preferred. Experience in water and wastewater treatment, water distribution and wastewater collection systems, streets, and solid waste. Capital Improvements experience preferred. Asset management experience preferred. Membership in the American Public Works Association is preferred. Strong Preference for Texas Class A water and wastewater licenses, or any combination of A and B licenses.
