Human Resources Manager

Padre Dam Municipal Water District is seeking an experienced Human Resources Manager to serve as a trusted communicator, inspiring leader, strategic partner, and ambassador of our culture as we provide essential services to our community. Under direction of the Chief Executive Officer (CEO)/General Manager, incumbent is responsible for overseeing Padre Dam's Human Resources function.

Duties include: supervising and providing leadership to staff; establishing and ensuring the implementation of workgroup and applicable organizational goals; facilitating employment relations activities and supporting the negotiations process; overseeing the recruitment process; understanding current and future workforce needs; spearheading employee development and succession planning initiatives; conducting training; managing the Human Resources Department's budget; mediating employee conflicts and facilitating conflict resolution; conducting investigations into employee complaints; participating in Padre Dam discipline-related hearings; supporting the goals and objectives of the Pipeline; managing the employee benefits program; maintaining the performance management and the classification and compensation systems; maintaining the policy and procedure manual.

Knowledge of: Managerial and leadership theories and principles; Federal, state and local guidelines, laws, and regulations; Labor relations; Facilitation and mediation; Conducting investigations; Principles and practices of public administration; Employee and retiree benefit plans; Human capital management; Strategic workforce planning; Succession planning, implementation and preparation of programs; Budgeting procedures; Compensation and classification systems; Employee engagement; Project management.

Skills/Abilities: Maintaining human resource programs and systems; Developing, implementing and enforcing policies and procedures; Preparing and administering departmental budgets; Exercising sound, expert, independent judgement within general policy guidelines; Preparing clear, concise and comprehensive reports and written materials; Negotiating and problem solving skills; Exercising tact and diplomacy in dealing with sensitive, complex and confidential issues; Communication and interpersonal skills sufficient to exchange or convey information to co-workers and to receive work direction.

Training/Experience Required: Bachelor's degree in Human Resources Management, Public Administration, Psychology, or a related field and seven years increasingly responsible administrative or management experience; or an equivalent combination of education and experience that provides the knowledge, skills, and abilities to successfully perform the essential duties of the position. Licensing Requirements: Valid California Driver's License. HR Certification (PSHRA (formerly IPMA), SHRM ,or HRCI) Preferred.

Positions in this class typically require: talking, hearing, and seeing. Sedentary work involving sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met. Exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
