Overview

Position: Senior Data Analyst

Location: Quincy, MA
Local to MA or New England region

Duration: 6+ months (potential extensions)

Work Mode: Hybrid

This position will report to the MMIS Technical Manager and will serve as the Senior Technical Data Analyst for MMIS T-MSIS and data ETL (Extract, Transform, Load) efforts. As a Data Analyst for the MMIS modernization effort to achieve MassHealth’s MMIS vision, the ideal candidate will have working knowledge in architecting Medicaid applications utilizing cloud and data-centric technologies. Experience with healthcare settings and Medicaid Technologies is preferred. Prior knowledge of Informatica is also preferred. Experience in government or with governmental agencies is desirable. The candidate should be comfortable with hands-on data transformation and ETL tools and have the ability to code in Informatica.

Responsibilities

  • Provide technology leadership, guidance and mentoring for MMIS with regards to data preparation, ETL, and EDI.
  • Develop data architecture solutions spanning business policies, systems, applications and networking environments and Informatica.
  • Collect and analyze business and technical requirements and translate them into IT solutions. Document logical and code-based designs per EOHHS and EOTSS methodologies, policies, standards, and patterns.
  • Design data transformation using Informatica to build and maintain data integration solutions, primarily focused on ETL.
  • Provide feasible solutions for data analytics applications and services within agreed timeframes.
  • Develop architectural proofs of concept to demonstrate practical business agile solutions and evolve core architectural constructs.
  • Develop, implement, and maintain system extracts from various sources, transform data, and load into target databases. Conduct testing, troubleshooting, and optimization of data integration workflows to ensure data accuracy and integrity.
  • Have working knowledge of systems design using Oracle Suite, Informatica Secure Agent, and Informatica Intelligent Cloud Service (IICS).
  • Conduct SQL queries and data analysis.
  • Identify and manage technology, architecture and infrastructure risks and lead in developing data risk mitigation strategies.
  • Document technical artifacts for ETL processes and solutions including testing scenarios.
  • Conduct performance tuning of ETL processes for performance and resource utilization.
  • Ensure PHI/PII data is accurate and handled according to policies and HIPAA.
  • Collaborate with the EOHHS Architecture Teams to define and manage standards, guidelines, and processes for infrastructure technology and software developments.
  • Participate in writing RFPs and SOWs for infrastructure solutions and in contract and cost negotiations with vendors for SaaS solutions, infrastructure hardware, software, and professional services in ETL.
  • Collaborate with Business Functional Leads, Enterprise Infrastructure, and 3rd parties to design secure, scalable, extensible, and cost-effective solutions aligned with business strategy.
  • Work in a matrixed environment with infrastructure and applications teams, data warehouse architects, security architects, and strategic partners to create an architecture that accommodates the business strategy.

Skills

  • Solid foundation of programming, database, and data warehousing concepts and data quality principles.
  • Understanding of modern enterprise architecture and hands-on experience with data manipulation tools and Informatica.
  • Proficiency with ETL development, data extractions, transformation and loading, troubleshooting, and strong analytical/problem-solving skills.
  • Extensive experience with database management and SQL.
  • Responsible and dependable to finish tasks from start to finish.
  • Knowledge of multiple data-centric technologies and current computing trends.
  • Ability to translate business strategy into data transformation plans, requirements, and models.
  • Hands-on experience with cloud-native applications and enterprise applications in the commercial cloud (AWS preferred).
  • Working knowledge of Risk Management, Disaster Recovery, Business Continuity, IT Security Architecture, and IT Regulatory Compliance.
  • Ability to rapidly understand new technologies and apply them to improve services.
  • Ability to estimate time and resources, prioritize activities, and determine parallel vs sequential work.
  • Strong written and verbal communication and collaboration skills, including facilitation of meetings and presentations.
  • Experience in government or with government agencies is preferred.
  • Experience in healthcare domain/healthcare data is strongly preferred.
  • Experience in documenting technical artifacts (Environment, SAD, Runbooks, etc.).

Qualifications

  • Bachelor’s degree or higher in Information Systems, IT, or equivalent with 10+ years’ experience, or in healthcare administration setting.
