Overview

The mission of Malcolm X College is to provide accessible liberal arts and health-focused education that fosters personal and professional achievement. Ideal candidates are detail-oriented, able to manage multiple projects, experienced in a fast-paced high-volume office, and knowledgeable in full-cycle recruitment.

The Director of Human Resources reports to the college President as a senior member of the President’s executive team and leads HR functions for the college, overseeing daily HR operations and integrating HR expertise into the college’s business processes.

The Director-Human Resources serves as an advisor to college leadership and managers on HR policy and practices, implements strategies into actions, ensures alignment with CCC HR policies and procedures, and compliance with all applicable labor laws and agreements. The position supervises campus HR staff and coordinates with District HR to provide HR services across all HR functions.

Primary Objective

Reporting to the college President, the Director-Human Resources leads and manages human resources operations in support of the college’s mission and strategic goals while collaborating with district HR to administer programs, policies, and procedures.

Essential Duties

  • Develops, coordinates and delivers effective HR programs and services in onboarding, learning and organizational development, workforce planning, performance management, professional development, policy and procedure implementation, and labor and employee relations.
  • Collaborates with District Office leadership (Compensation, Benefits, Talent Acquisition, Performance Management, Labor Relations, Employee Services and HRIS) and oversees strategic initiatives for cohesive delivery of HR services.
  • Contributes to organizational goals regarding the creation, implementation, measures, and outcomes of college plans (e.g., Strategic Enrollment Management, Equity, and Strategic Plans).
  • Provides consultative services to college leadership on workforce issues, working with district HR staff to deliver strategic guidance and effective HR solutions.
  • Develops and implements HR processes and procedures compliant with institutional, organizational, and accreditation standards (HLC and others).
  • Works with college administrators on budget planning; participates in management meetings related to workforce planning, restructuring, and resource allocation; assists in budgeting processes.
  • Supervises HR staff engaged in implementing HR programs, delivering HR services, and processing HR transactions.
  • Executes recruitment and talent management strategies to attract, develop, engage, and retain a diverse and skilled workforce.
  • Administers employee recognition initiatives to improve workplace culture and engagement.
  • Provides guidance on employee relations, including disciplinary actions, terminations, union grievances, and compliance with collective bargaining agreements and laws.
  • Creates action plans to foster diversity and inclusion, considering workforce trends and institutional needs.
  • Executes processes for faculty lane advances, reclassifications, new positions, and other personnel changes.
  • Facilitates performance management programs, coaching managers, reviewing appraisals, and implementing performance improvement plans.
  • Responds to data requests from ICCB, HLC, college leadership, and external organizations.
  • Leads and manages HR projects.

Qualifications

  • A Bachelor’s degree from an accredited college or university in Human Resources, Business Administration, or a related field
  • Master’s degree strongly preferred
  • PHR / SPHR or SHRM-CP / SHRM-SCP preferred
  • Five years of work experience as an HR Generalist and/or HR Manager in a fast-paced high-volume environment
  • Progressively responsible leadership, supervisory, and management roles in human resources
  • Experience in a highly unionized environment is strongly preferred
  • Experience developing and implementing HR strategies and large-scale HR initiatives
  • Strong communication and partnering with senior leaders
  • Commitment to diversity and inclusive leadership
  • Knowledge of federal and state employment and labor laws
  • Ability to prioritize, multi-task, and work under pressure
  • Ability to work independently and guide own direction
  • Ability to work well in a culturally diverse environment

  • Strong analytical and problem-solving skills
  • Knowledge of PeopleSoft, Taleo, and other HRMS/ATS; proficiency in Microsoft Office Suite (Word, Excel, PowerPoint)

Salary Range: $104,775 – $115,000

Offered salary will be determined by the applicant's education, knowledge, skills and abilities, as well as internal equity considerations.
