Position Description
Transportation Engineer II:
Performs complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.
Transportation Engineer III:
Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.
Transportation Engineer IV:
Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
Transportation Engineer II:
Acts as a liaison with divisions, MPOs, cities, counties and other governmental entities concerning traffic management and traffic safety projects. Negotiates fees, explains scope of work and monitors consultant design contracts. Performs complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts. Performs complex planning work such as plan review, calculations and assisting in transportation planning studies. Represents the district/division at technical meetings and public hearings at local, state, federal and international levels. Testifies at condemnation hearings and trials. Verifies project eligibility and assists with ranking projects and funding. Performs other job responsibilities as assigned.
Transportation Engineer III:
Analyzes schedule trends, determines risks and recommends options to management for corrective action for complex projects. Assises and reports actual project progress versus planned progress to determine trends and variances for complex projects. Performs advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts. Utilizes project management principles in initiating, planning, executing, monitoring, controlling and closing for complex transportation projects. Performs other job responsibilities as assigned.
Transportation Engineer IV:
Analyzes and assists in the resolution of contract problems and disputes. Chairs or serves as a member of a contract selection team. Coordinates and monitors consultant contracts related projects. Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and prepares and delivers a written evaluation of the consultant's performance. Reviews contracts and related documents for execution. Serves as a project manager overseeing consultants performing advanced and complex engineering work. Performs other job responsibilities as assigned.

Licenses and Certifications :
Valid driver's license. This position requires driving a state vehicle. Licensed Prof Engineer* If performing underwater bridge inspections: Must have Open Water Diver certification. For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.
*Professional engineers licensed in another state in the United States , but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
