Overview Nationwide IT Services, NIS, is seeking a highly experienced
Manager, Program / Project III
for a potential opportunity providing leadership and oversight for critical maritime Positioning, Navigation, and Timing (PNT) or Navy C4ISR technical programs. This role is key to ensuring seamless program execution, strategic planning, and effective communication across stakeholders.
Responsibilities
Lead and manage complex programs and projects supporting maritime PNT systems or similar Navy C4ISR programs. Oversee
Equipment Support, System Support, and Programmatic Support
activities. Conduct
technology assessments, systems design, and systems analysis
to guide technical and acquisition strategies. Provide
programmatic support, acquisition planning, and budget planning
in compliance with Federal Acquisition Regulation (FAR) and DoD procurement policies. Act as the primary interface with senior leadership, government stakeholders, and cross-functional teams to ensure program objectives are met. Deliver clear, effective written and oral communications tailored to diverse audiences. Manage In-Service-Engineering-Agent (ISEA) type support and related technical sustainment efforts for operational systems.
Minimum Qualifications
15+ years
of technical experience supporting programs/projects, including:
Equipment Support System Support Programmatic Support
8+ years
of Program Management experience, including:
Technology Assessments Systems Design and Analysis Acquisition Planning Budget Planning Programmatic Support
Demonstrated knowledge of
Federal Acquisition Regulation (FAR)
and
DoD procurement policies and procedures . Exceptional written and oral communication skills commensurate with senior management roles. 5+ years
of experience managing
ISEA-type support
for maritime PNT systems or comparable Navy C4ISR technical programs (may be concurrent with other experience).
Preferred Qualifications
Advanced degree in Engineering, Business Administration, or related field. PMP, DAWIA, or equivalent certification. Experience working directly with Navy program offices or warfare centers.
