Position Overview : The Project Manager will oversee the planning, execution, and delivery of complex, multi-million-dollar federal contracts, ensuring compliance with contractual requirements, federal acquisition regulations (FAR), and agency-specific guidelines. The role involves managing cross-functional teams, coordinating with Contracting Officers Representatives (CORs), and delivering high-quality outcomes within scope, schedule, and budget. The ideal candidate will have a proven track record in federal IT, infrastructure, or operational projects, with strong leadership, risk management, and stakeholder engagement skills.

Key Responsibilities Project Planning and Execution: Develop and manage project plans, schedules, and budgets, ensuring alignment with client goals and contractual obligations. Utilize tools like MS Project, Jira, or ServiceNow to track milestones and deliverables. Team Leadership: Lead and mentor cross-functional teams (10-150 personnel), fostering collaboration and ensuring performance meets or exceeds Service Level Agreements (SLAs). Contract Management: Serve as the primary point of contact for CORs and stakeholders, overseeing contract execution, vendor compliance, and deliverable quality. Prepare and submit Contract Performance Assessment Reports (CPARs). Risk and Change Management: Identify, assess, and mitigate project risks through structured frameworks. Implement change management processes to address scope changes and ensure project stability. Stakeholder Engagement: Deliver high-level briefings, status reports, and presentations to clients and executive leadership, ensuring transparency and alignment with agency objectives. Compliance and Governance: Ensure adherence to federal regulations (e.g., FAR, ITAR, DoD 5000), agency policies, and industry standards (e.g., PMBOK, CMMI, ISO). Process Improvement: Drive operational efficiency through Agile, Waterfall, or hybrid methodologies, optimizing workflows and integrating lessons learned to enhance project outcomes. Financial Oversight: Manage project budgets, conduct cost-benefit analyses, and ensure cost control while achieving financial objectives. Qualifications Education: Bachelors degree in Business Administration, Project Management, Engineering, IT, or related field. Masters degree or MBA preferred. Experience: Minimum of 5-7 years of project management experience in federal contracting, with at least 3 years supporting agencies such as DoD, DHS, IRS, or VA. Experience with IT modernization, infrastructure, or facility management projects is highly desirable. Certifications: Project Management Professional (PMP) required. Certified Scrum Master (CSM), SAFe, or ITIL certifications are a plus. Technical Skills: Proficiency in MS Project, Jira, ServiceNow, SharePoint, or similar tools. Familiarity with Earned Value Management Systems (EVMS) and federal acquisition tools (e.g., CPARS, PCF). Soft Skills: Exceptional leadership, communication, and stakeholder management skills. Ability to navigate ambiguity and deliver results in high-stakes environments. Preferred: Experience with CBP, DoD, or VA projects, and familiarity with Agile/Scrum methodologies.
