Duties
- Monitors performance measurement and financial management information indicators for assessing the operational health of the organization and the accounts managed.
- Assesses proposed regulatory and system changes and deviation requests to determine Site operations and related audit impacts; makes recommendations to adopt change or proposes other alternatives.
- Supports the SME/Senior analyst with agency level reviews of financial systems with Enterprise-wide application and require an unusually high degree of analytical and evaluative skills, as well as originality and advisory abilities.
- Provides professional accounting services, project management and operational remediation work for the Sites.
- Monitors milestones for recommendations as a result of Audit Reports provided by Government Accounting Office, DoD Inspector General, Internal Review, Managers Internal Control Program compliance, statement of assurance and fraud detection.
- Applies an expert knowledge of project management concepts, principles, analytical and evaluative methods and practices in order to evaluate the project management maturity of key DFAS initiatives.

Qualifications
This position has a positive education requirement. To qualify for this position you must meet one of the basic requirements described below:
(1) Completion of all requirements for a bachelor’s degree in accounting from an accredited college or university; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. OR
(2) Combination of education and experience: at least 4 years of accounting experience or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge AND 24 semester hours in accounting/auditing courses, which may include up to 6 hours of business law, OR a certificate as a CPA or CIA.

In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-11).
Specialized Experience Defined As: 1) Providing professional accounting services in accordance with GAAP; 2) Independently applying analytical methods to evaluate accounting data and internal controls; 3) Providing technical accounting expertise to design, implement and assess operating systems and internal control processes; 4) Providing technical accounting/audit expertise related to DoD general ledger and financial reporting.
Time-in-Grade: Current or former federal employees must meet the time-in-grade requirement (52 weeks as GS-11 or higher).
Education
Education is not substitutable for specialized experience at this grade level.
