Major Duties
- Serves as a Software Development Subject Matter Expert (SME) on assigned projects, working groups, and integrated product teams (IPTs) to provide senior technical direction, guidance, and leadership for orchestrating the development, integration, maintenance, and operations of DLA systems.
- Responsible for analyzing critical system requirements in response to business requirements, risks, and costs; evaluating, selecting, verifying, and validating the systems software environment.
- Evaluates, selects, and installs compilers, assemblers, and utilities; integrates hardware and software components within the systems environment.
- Practices project management and agile methodologies throughout all stages of the project lifecycle.
- Leads and develops pilots, prototypes, and minimum viable products to demonstrate products and solutions for customers.
- Serves as a subject matter expert through consulting with customers to determine requirements, explore solutions, and deliver high business impact solutions in an iterative, agile process.
- Drives agency-wide and multi-agency IT modernization initiatives in the areas of Artificial Intelligence (AI), Machine Learning (ML), Application Program Interface (API) and API Gateways.
- Develops acquisition strategies to provide the best value for the customer and sustain modernization projects.
- Develops and promotes innovation adoption practices through partner work, support of a community of practice, learning and development, and reference materials.
- Directs implementation of assigned project segments providing expert guidance on rapid implementation and development of Enterprise business capability, utilizing Commercial Off-The-Shelf (COTS), Enterprise Resource Planning (ERP), and Government Off-The-Shelf (GOTS) packages.
- Responsible for testing efforts assigned by supervisor with responsibility for planning, organizing, and ensuring the successful execution of the testing efforts.
- Performs continuing analysis and feasibility evaluations of software/hardware proposals, trends and concepts in terms of validity in user environments and impact on invested operating systems and user organizations.
- Serve as a liaison between stakeholders and project teams, delivering feedback to the team to enable necessary changes to product performance or presentations.
- Analyze applications and systems, evaluate alternatives, and design and document solutions and potential problems leveraging cloud capabilities.
- Analyze customer experience approaches (e.g., strategies, roadmaps, playbooks) that represent best practices in the federal government.
- May perform as Contracting Office Technical Representative (COTR) and expert in knowledge and procedures necessary for coordinating and evaluating timelines associated with the acquisition process of IT services, software licensing, sole source justifications, and development of technical evaluation factors in support of programs/projects outsourced to commercial activities.
Qualification Summary
To qualify for an IT Specialist (APPSW):
- Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector.
- Applicants must meet eligibility requirements, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement.
- Creditable specialized experience includes:
- Leads multifunctional projects in software analysis, design, development, and implementation for a new system or major enhancement to an existing system.
- Investigates, evaluates, and selects tools and methods for improving productivity and software quality throughout the life cycle.
- Plans and coordinates efforts of government and contractors involved in R&D, technology advancements, upgrades, design, and developmental engineering of enterprise systems.
- Leads the applications development process to identify and correct weaknesses in critical parameters and variances in achieving cost, schedule, and performance goals.
- Develops solutions utilizing APIs and various low-code development tools such as SAP, ServiceNow, etc.
- Experience includes paid and unpaid experience, including volunteer work through National Service programs, and other organizations. Volunteer work helps build critical competencies and can provide valuable training and experience that translates to paid employment.
