Accounting Clerk

Performs accounting and budgetary clerical functions with a focus on processing accounts payable or payroll. Essential Job Functions: Reviews and prepares accounting data input documents; records revenues, expenditures, and/or encumbrances; utilizes accounting system reports for review and account reconciliation; oversees assigned accounts, contracts, grants, or other defined areas of accounting. Processes a biweekly payroll, auditing timecards for accuracy, completion, and compliance with employee guidelines and/or union regulations or processes invoices, auditing for accuracy and completion. Prepares reports, schedules, summaries, lists, and audits working papers based on instructions; provides accounting information for fund certifications; assists in budgetary review and/or the development of operating instructions and procedures Participates in the review of accounting practices, comparing them to industry standards; posts and maintains books of accounts; learns new accounting concepts, systems, and controls as required; and may audit special programs and activities that are designated by management. Ensures compliance with the provisions of the NM Procurement Code and county fiscal policies, ordinances and resolutions. Works with county finance, procurement, and accounting staff to ensure proper payment of accounts payable. Reviews benefits for compliance with union contracts and observing taxable versus non-taxable. Calculates and processes garnishments as required by court systems. Inputs and processes employee paperwork; processes month-end, quarterly, or annual reports and documents including W-2s. Ensures proper record retention and management. Promptly responds to telephone calls and written communications. Performs various financial and administrative functions as assigned. Knowledge/Skills: Knowledge of intermediate accounting methods and principles and their application to governmental accounting, state and local accounting and budgeting laws, regulations and manuals; of methods of collection and analysis of financial data; of report writing; and of accounting documents and their use. Knowledge of office procedures and equipment including basic office machinery and word processing programs and the ability to learn more complex computer programs. Ability to accurately interpret, analyze, summarize and complete financial data; to apply required laws and regulations to accounting documentation procedures; to accurately prepare reports. Ability to comprehend accounting languages and documents and to clearly and concisely present comments and information both verbally and in writing. Ability to work under stressful circumstances. Ability to work independently with minimal supervision and or with others and maintain a professional attitude. Ability to maintain confidentiality. Skilled in operating various word-processing, spreadsheet, database and other software programs in a Windows environment. Skilled in customer service. Minimum Qualifications: High school diploma or equivalent; and Four (4) years of experience in accounting, auditing, finance, economics, or general business administration; or. Any combination of college education, training and experience in accounting, auditing, finance, economics, business or public administration, budget management and systems analysis, or related fields providing knowledge in accounting totaling four (4) years. Relevant education may be substituted for experience at a rate of 30 semester hours equal to one (1) year experience. Working Conditions:

Work is performed in an office setting, with occasional duties in the evening and on weekends during peak fiscal, recording, records and election cycles. While performing the duties of this job, the employee regularly is required to stand, walk, and sit; use hands to finger, handle or feel; reach with hands or arms; stoop, kneel, crouch, or crawl; and talk or hear. Clarity of vision at short distance is required. May be required to lift up to 20 pounds. May be subject to CRTs, VDTs. Conditions of Employment:

Selected candidate must submit to and pass a County paid pre-employment physical and drug/alcohol screening. Additionally, selected candidate must submit to and pass a county paid criminal background screening. Selected candidate must possess and maintain a valid New Mexico Class D Driver's License as incumbent shall be appointed to drive a County vehicle during the performance of his/her duties.
