Facility Representative Support Specialist
ProSidian seeks a Facility Representative Support Specialist - GSSC to support an engagement for the US Dept. of Energy (DOE) Hanford. Preferred candidates present with relevant Government, Public Sector, and Infrastructure (Nuclear and Environmental) Sector experience (functional area experience also ideal). This service supports with relevant Government, Public Sector, and Infrastructure (Nuclear and Environmental) Sector experience (functional area experience also ideal) Sector Clients (For Present / Future Requirements) and ProSidian Team Members work as part of an Engagement Team Cadre (Labor Category) to fulfill FFP - Firm Fixed Price (FFP) Task Order (TO) requirements for a The OOD Director within the AMSQ organization will provide direction for this work. The successful contractor will have responsibility for execution of the itemized work scope below. Facility Representative Support Specialist - GSSC Candidates shall work to support requirements for FY23-SB06 AMSQ - Operations Oversight Facility Representative Support Swim Lanes. Plan and perform assessments of policies, programs, procedures, and processes related to operations, maintenance, testing, and facility readiness to support the ORP Operations Oversight Division (OOD). Assignment may include activities covering Hanford Tank Farms facilities and/or the Waste Treatment & Immobilization Plant. Perform document reviews and field observations of work activities to collect data in support of assessment evaluations and conclusions. Field oversight of assigned facilities to ensure facility contractors properly implement contractual requirements, providing a safe work environment, and demonstrating conformance with overall DOE safety performance standards and principles. Operational Awareness and Surveillance reports for assigned facilities documented in the DOE integrated Contractor Assurance System database detailing oversight activities including document reviews, field observations, and personnel interviews. Provide verbal communication (primarily in the form of briefs to OOD Director, Team Leads, and Facility Representatives) regarding activities performed in support of AMSQ. Evaluate effectiveness of corrective actions. Attend training, meetings, and discussions relevant to ongoing oversight activities. Support the Facility Representative Program (e.g., mentoring, training preparation, compiling metrics, procedure review/update, etc.). Interface with DOE-ORP/RL subject matter experts. Perform administrative functions as needed. Contractor personnel performing services under this call shall complete required training based on assigned facilities. The Facility Representative Support Specialist - GSSC shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/PowerPoint) and related tools and technology required for the position. QUALIFICATION REQUIREMENTS The contractor shall ensure that personnel supporting this task possess the following qualifications: Bachelors degree in a related field of study. Substantial demonstrated experience in the following: DOE O 422.1 Conduct of Operations programs. Construction safety and oversight. DOE assessment process, techniques, and tools. Hanford Tank Farms and/or Waste Treatment & Immobilization Plant processes and mission. Fundamental understanding of nuclear, mechanical, electrical, chemical, and physical science concepts and their application to facility operations, environmental cleanup, facility D&D, waste management, including associated safety management programs. Experience in safety inspections, incident investigation, causal analysis, management review and appraisal techniques, and quality assurance. Capable of reading, interpreting, and understanding the regulations associated with the DOE, Environmental Protection Agency, Occupational Safety and Health Administration, Nuclear Regulatory Commission, state and local, and related industry standards by the American Society of Mechanical Engineers, Institute of Electrical and Electronic Engineers, and the American National Standards Institute. Excellent communication skills. U.S. Citizenship Required - You must be a United States Citizen. Excellent oral and written communication skills (This employer participates in the e-Verify program). Proficient with Microsoft Office Products (Microsoft Word, Excel, PowerPoint, Publisher, & Adobe). All ProSidian staff must be determined eligible for a "Facility Access Authorization" (also referred to as an "Employment Authorization") by the USG's designated Security Office. CONTRACTOR DELIVERABLES Work products shall be thorough, accurate, appropriately documented, and comply with established criteria. The Contractor shall ensure that duties are performed in a competent and professional manner that meets milestones/delivery schedules as outlined below: Weekly Report. This report will address work accomplished, and deliverable progress to be provided to the technical monitor. Monthly Report. This report will be a combination of the weekly status reports and shall be submitted with the monthly invoice. The report shall also include: Deliverable progress, and date(s) submitted if applicable, submitted within this invoice period. Work schedule for Contractor employees, to include any leave taken. TRAVEL Occasional travel may be required to attend meetings, events, site visits, or other training requirements. Travel is coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, in accordance with Federal Travel Regulations.
