Position
As a Construction Representative, you'll be on the front lines of our municipal improvement projects. You'll work on a wide range of new construction and infrastructure projects, gaining hands-on experience by:
  • Providing construction observation and ensuring projects are built to spec.
  • Assisting in the preparation of project documentation, from initial plans to final design documents.
  • Helping with topographic survey data collection and the drafting of project materials.
Our current and future work includes challenging projects like watermain lining, horizontal directional drilling (HDD) for sewer and water mains, and annual street reconstruction.

2025 Salary Range is $35.03-45.33
Major Areas of Accountability

  1. Provide construction observation of municipal improvement projects as directed for conformance with engineering plans and specifications, and construction and safety standards. Work closely with engineers, contractors and property owners to address unique or unanticipated field issues as directed.
  2. Assist senior construction representatives in the design of municipal improvement projects, including topographic survey data collection, the preparation of cost estimates, engineering plans, specifications and design documents, easement acquisition and permitting.
  3. Assist in the review of construction plans and specifications of developer-installed public improvements including sanitary sewer, water distribution, street and storm sewer for conformance with City standard specifications and policies.
  4. Respond to requests from the general public for information relating to existing and proposed public improvements, construction projects and other engineering and maintenance related issues.
  5. Assist in the preparation, review and maintenance of as-built record plans for public improvement projects.
  6. Assist in providing construction surveying and staking of municipal improvement projects.
  7. Assist with the City's Pavement Management Program. This includes annual pavement rating data collection for the City's streets, parking lots and trail systems.
  8. Other duties and special projects as needed or specifically assigned.

RELATIONSHIPS AND CONTACTS

The Construction Representative:
  • Is under the immediate general and technical supervision of the Construction Services Superintendent.
  • Must be capable of establishing and maintaining effective working relationships with, co-workers, contractors, public agencies, consultants and the general public.
  • Serve as the City's on-site project representative and contact for adjacent property owners with municipal improvement projects.
  • Must notify the Senior Construction Representative and/or Construction Services Superintendent of project status and any significant issues that occur in the field.
  • Must communicate scope of project to property owners, keeping them informed of status of the project and its impact on the access to their property.
  • Work closely contractors and material suppliers to insure correct fabrication of structures.
SCHEDULES AND OTHER CONDITIONS
  • Subject to a standard eight-hour work day. Work schedule (hours and days) and location are subject to change particularly during construction season, based on Division needs. Likely working days greater than 8 hours and on weekends during construction season.
KNOWLEDGE/SKILLS/ABILITIES
  • Knowledge of the principles and practices of civil engineering, including State and Federal rules and regulations, as applied to the construction of public works projects.
  • Knowledge and proficiency with Microsoft Word and Excel, as well as computer-assisted engineering and design software.
  • Ability to provide and communicate technical engineering information effectively, both verbally and in writing.
PHYSICAL REQUIREMENTS AND WORKING CONDITIONS
  • This work requires the occasional exertion of up to 10 pounds of force;
  • Work frequently standing, walking and speaking or hearing and occasionally requires sitting, using hands to finger, handle or feel and stooping, kneeling, crouching or crawling;
  • Work has standard vision requirements;
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word;
  • Hearing is required to perceive information at normal spoken word levels;
  • Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities;
  • Work regularly requires exposure to outdoor weather conditions and frequently requires working near moving mechanical parts, exposure to fumes or airborne particles and exposure to vibration;
  • Work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).
Qualifications
  • A two-year technical degree in Engineering or similar field.
  • Minimum of one (1) to three (3) years practical experience in construction observation, field/construction surveying, engineering design and drafting or related field. A minimum of 4 years practical experience shall be considered an equivalent to the two-year Engineering Tech degree.
  • Minnesota Department of Transportation (MnDOT) Certifications (or the ability to obtain certification within six (6) months of hire) in Aggregate Production Tester, Bituminous Street Inspector, Concrete Field Tester & Inspector, and Grading & Base Tester & Inspector.
  • University of Minnesota Certification in Erosion & Stormwater Management.
  • Knowledge and proficiency with Microsoft Word and Excel, as well as computer-assisted engineering and design software (AutoCad).
  • Ability to provide and communicate technical engineering information effectively, both verbally and in writing.
  • Valid driver's license.

The City of Lakeville provides the following benefits for eligible positions:

FLEXIBLE SPENDING ACCOUNT: Employees who enroll in a flexible spending account are allowed to set aside pre-tax dollars to help pay for out-of-pocket expenses for both medical and dental expenses. In addition, pre-tax dollars can be set aside for dependent daycare.

DEFERRED COMPENSATION: Employees are able to designate and set aside a part of income on a tax-deferred basis.
