The EPMO has a sourcing request for a Business Analyst/Trainer for Property Tax Calculation/Accounting. It's imperative that the candidates you submit have:
- Experience in property tax calculation/accounting
- 5+ years of experience in process modeling (high-level swim-lane diagrams and detailed process maps) and writing procedures
- 5+ years of experience in developing training content and desk references and training delivery (small audiences; training may be 1:1)

Property Tax, Records & Election Services is proud of its history as one of Ramsey County's founding offices. Since 1849, Property Tax, Records & Elections Services has overseen the services of property ownership recording, treasurer and auditor functions overseeing the collection, as well as balancing and settlement of all monies collected by the county. PTRES is comprised of the following divisions:

Business Need
PTRES has had high turnover in the Tax accounting area. Approximately 50% of Ramsey County's revenue comes from property taxes. Tax accounting is a niche skill set. Recently, PTRES has had to hire people with no tax experience and train on the job. The past Director County Auditor/Treasurer is still employed but will be retiring within a year. The department is in need of a consultant with property tax (calculation) experience to document processes and train approximately 2-4 staff.
Project Overview Project Goal:
Document current-state property tax-related processes and train staff.

Primary Responsibilities:

- B.S. or B.A. degree (4 year) (or Associates degree plus an additional 5 years' experience)
- Proven competency in property tax calculation/accounting
- 5+ years' experience in business process

- Experience managing projects in state, county, or city governments or non-profit sector
- Experience with Tyler tax system software
- CBAP certification from IIBA, or other Business Analysis or Process-related certification

Project Environment

- The consultant resource for this position will be managed by the Enterprise Project Management Office.
- The BA/Trainer consultant will work with the sponsor and key stakeholders.
- Resources are located in the Plato Building (90 Plato Blvd W). **Ramsey County is operating in a hybrid work model; the resource will be required to be on site as needed if local. Work will be primarily conducted during standard business hours.
