Position Summary The Senior IT Operations Manager is responsible for the effective delivery, security, and support of IT systems and infrastructure across the agency. Reporting directly to the Director of Information Services, the Senior IT Operations Manager will plan, coordinate, direct, and design IT-related activities of the organization, as well as provide administrative direction and support for daily operational activities of the IT Operations Team. The role will identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the organization. This person will help define and implement IT policies, procedures, and best practices. A strong candidate will bring a blend of leadership, technical depth, and a passion for service. Key ResponsibilitiesStrategic Planning and Leadership

Lead IT operational and strategic planning, including fostering innovation, providing guidance on best practices, planning projects, and organizing and negotiating the allocation of resources. Align operational improvements with business needs from end users and clients. Develop an end-to-end view of service and operations from the customer perspective. Create a roadmap for continual process improvement and execute upon it. Benchmark, analyze, report on, and recommend improvement and growth of IT infrastructure and systems. Develop and implement IT policies and procedures, including architecture, security, disaster recovery, standards, purchasing, and service provision with input from the Director of Information Services. Operations & Service Delivery

Oversee daily IT operations including infrastructure, network, cloud services and help desk support. Own uptime, SLAs, and system reliability metrics; implement KPIs and dashboards for visibility and continuous improvement. Lead incident and problem management with root cause analysis and effective remediation strategies. Cybersecurity & Compliance

Support cybersecurity operations, including log reviews, risk assessments, vulnerability remediation efforts, and audit readiness. Ensure systems and policies meet HIPAA and other regulatory requirements. Integrate secure-by-design principles into operational standards and project planning. Technology Planning & Project Management

Develop and manage IT operations projects and technology upgrades, including researching and recommending new solutions. Work with stakeholders to define business and systems requirements for new technology implementations. Develop requests for proposals with input from the Director of Information Services. Oversee IT asset management and procurement process for hardware, software, and equipment. Budgeting & Vendor Management

Assist with IT budgeting, purchasing, and cost-benefit analysis of technology initiatives. Help manage vendor contracts and service agreements in coordination with leadership. Develop business case justifications and cost/benefit analyses for IT spending and initiatives. Direct research on potential technology solutions in support of procurement efforts. Team & Communication

Manage IT Operations staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions while fostering a high-performance, service-oriented team culture. Maintain clear communication with leadership and staff regarding IT priorities and updates. Qualifications

Bachelor’s degree in IT, Computer Science, or related field required; minimum of 6 years of relevant experience with at least 2 years in a management or supervisory role. MBA or advanced degree with a tech focus preferred. Strong knowledge of network (Cato, Cisco, Fortinet, Sophos) and operating systems (Windows, Linux, ChromeOS, Citrix), cloud environments (Azure, AWS, GCP), and enterprise applications. Solid understanding of cybersecurity frameworks (NIST, ISO 27001, CIS), vulnerability management, and endpoint security. Experience in regulated environments (e.g., healthcare) with working knowledge of HIPAA and PHI protection. Strong understanding of incident response, vulnerability management, and endpoint security in operational settings. Proven leadership skills with the ability to manage teams, projects, and budgets. Familiar with HR and project management best practices. ITIL certification or similar preferred. Excellent leadership, communication, interpersonal, and problem-solving skills. Strong customer service orientation and ability to work collaboratively across teams. Highly self-motivated, detail-oriented, and capable of prioritizing tasks in a fast-paced, mission-driven environment. Ability to effectively prioritize and execute tasks in an assignment-intensive environment. Work Environment & Schedule
