SMX Services & Consulting, Inc. is hiring: Project Manager in Miami

Project Overview

This role is part of a large, complex local government organization and supports the implementation of a comprehensive records management system. The system will integrate databases and applications, automate data collection, and improve access to critical law enforcement records across divisions and departments. The Project Manager will lead this initiative through the full project lifecycle using both Waterfall and Agile methodologies.

Key Responsibilities Project Leadership

• Manage end-to-end software projects: requirements gathering, design, development, testing, deployment, and support.
• Drive project execution using Agile and Waterfall methodologies.
• Lead Scrum activities, including sprint planning, stand-ups, retrospectives, and lessons learned (Scrum Master certification preferred).
• Ensure stakeholder collaboration across departments and backgrounds to define scope, requirements, goals, and deliverables.

Operations

• Develop documentation such as project charters, RACI matrices, user stories, and project schedules.
• Create and manage business and technical documentation for reporting and oversight.
• Utilize tools such as Microsoft Office (Word, Excel, PowerPoint, Outlook), Microsoft Project, Teams, SharePoint, and Azure DevOps.

Business Process & Change Management

• Analyze and understand current business processes and recommend improvements.
• Support organizational change management, including impact assessments, training materials, and transition planning.
• Translate business needs into technical requirements in collaboration with technical teams.

Vendor & Stakeholder Management

• Manage relationships with software vendors, coordinate demonstrations, and oversee implementation.
• Provide updates, status reports, and milestone communications to key stakeholders.
• Facilitate workshops, interviews, and meetings to develop innovative, aligned solutions.

Continuous Improvement & Risk Mitigation

• Monitor supported systems and evaluate performance.
• Conduct post-implementation reviews and recommend enhancements.
• Identify risks and escalate critical issues as needed, with strategies for mitigation.

Minimum Skills & Experience Required

• 7+ years of experience managing complex IT software projects in large organizations.
• Proven track record of delivering full-cycle projects using both Agile and Waterfall methodologies.
• Strong verbal and written communication skills.
• Experience with coordinating infrastructure setup and estimating costs.
• Ability to translate business ideas into actionable documentation and plans.

Education Requirements

• Bachelor's degree in Business Administration, Computer Science, Information Systems, or a related field.
• PMP, CSM, or similar certifications are a strong plus.
• Additional related experience may substitute for a degree on a year-for-year basis.

Work Environment

• Collaboration with cross-functional teams, including IT, vendors, and business units.
• On-site work may be required during key project phases.
• Strong communication with budget and stakeholder teams is essential.
