Performs mid-level work. Works under moderate supervision, with limited latitude for the use of initiative and independent judgment. Providing responsible human resource support for the City, including providing administrative assistance for day-to-day operations.

Responsibilities

  • Provides general administrative support to Human Resources Department. Duties include but are not limited to preparation of forms, letters, memos, and benefit related documents.
  • Answers employees’ questions, provides accurate and reliable information, and greets guests that come to the department.
  • Completes Verification of Employment (VOEs) requests in a timely manner.
  • Coordinates the Worker’s Compensation program, including preparing occupational injury and worker’s compensation forms, maintains an injury database, and creates all related reports.
  • Tracks the Family Medical Leave (FMLA) of all employees and prepares the necessary paperwork.
  • Oversees Record Retention in accordance with records management policies and initiatives.
  • Represents the City at local Recruiting Fairs.
  • Order office supplies for department as needed.
  • Maintains familiarity, provides input, and assists with all other HR functions.
  • Participate in special HR projects and events when requested.
  • Creates and maintains standard operating procedures (SOPs) for Record Retention and Destruction.
  • Other related tasks as assigned.

Required Education and Experience

  • Bachelor's degree from an accredited four-year college or university in Human Resources, Business or Public Administration, Management, Organizational Development, Communications, Social Sciences or a closely related field.
  • Minimum of three years of full-time HR-related experience
  • OR
  • High School Diploma or equivalent and a minimum of seven years of HR-related experience.

Certificates, Licenses, Registrations

  • Class C Texas Drivers License or equivalent from any US State.

Preferred Education and Certifications

  • One or more years of experience working with Neogov software.
  • One or more years of experience working in SharePoint.
  • Two or more years of experience working with Worker’s Compensation, FMLA, and Benefits
  • Experience working for a government entity such as a City, County, or State agency.
  • An active aPHR, PHR or SHRM-CP certification.

Knowledge, Skills, and Abilities

  • Knowledge of employee classification and State and Federal employment laws and regulations.
  • Skills and ability to prepare and analyze comprehensive reports.
  • Ability to carry out assigned projects to their completion.
  • Ability to read and interpret documents such as compliance rules and procedure manuals.
  • Proficient in using Microsoft applications (including Word, Excel, PowerPoint).
  • Ability to communicate effectively, both verbally and in writing.
  • Ability to follow detailed verbal and written instructions.
  • High degree of confidentiality; provide excellent customer service; provide City employees with accurate information.
  • Ability to work with frequent interruptions and changes in priorities.
  • Analyze situations and adopt quick, effective, and reasonable courses of action.
  • Ability to plan strategically.
  • Ability to communicate with other employees and the public in a courteous and diplomatic manner.
  • Ability to develop and maintain effective working relationships with City employees, the public, elected officials, and boards and commissions.
