Cyberstar provides solutions to improve the quality and effectiveness of business operations by aligning process innovation, human dynamics, analysis, and data technology capabilities. The Business Analyst, Sr. leads application development activities alongside the project manager, technical staff, and federal clients for IT strategy and business support services. Responsibilities include high-level analysis and support related to statutory requirements and compliance, business process reengineering, writing implementation plans, and integrating IT portfolio processes with other procedures. The role manages end-to-end business requirements, aligns with stakeholder expectations, and drives process improvement initiatives to optimize processes that may no longer meet federal or internal requirements. Responsibilities Provide support for all steps of Process Improvement (PI): Define (Document what you know) Measure (Define tools and criteria that will measure current performance) Analyze (Analyze the data gathered) Improve (Brainstorm/document improvement opportunities) Control (Monitor procedures regularly) Maintain documentation related to NPS operations, work specifications, system configurations, business practices, and business requirements. Ensure all processes are documented properly in the appropriate systems manuals. Conduct quality reviews of documentation before acceptance and routine quarterly reviews. Development of business case information, including management reports, assistance in creating effective reporting mechanisms, briefings, and executive-level information for NPS leadership. Research, analyze, and write summary reports pertaining to topics related to park unit planning, general management planning, or transportation planning for the National Park System. Analyze data from multiple sources and summarize findings in concise written reports. Other duties as assigned. Qualifications BA/BS degree in an IT or technology-related field preferred 7+ years of experience providing internal/external analysis services to management and technical staff, with supporting IT software development projects and solving complex IT project management issues in accordance with federal laws, regulations, and procedures Must be a U.S. citizen Background check required Knowledge, Skills, and Abilities Recognized standing as a practice leader in professional or technical disciplines. In-depth knowledge of and experience with supporting project management office operations and all phases of the Software Development Life Cycle (SDLC). Knowledge of Agile frameworks. Plans, conducts, and manages research and development work on projects of major complexity with origination and application of new and best practices techniques. Knowledge of process improvement and reengineering methodologies and principles as applied to process modernization projects. Proven experience in activity and data modeling, developing modern business methods, identifying best practices, and creating and assessing performance measurements. Ability to provide group facilitation, interviewing, training, and other forms of knowledge transfer. Leads key technical areas and is responsible for meeting milestones and deliverables. Excellent verbal and written communication skills and leadership skills.
