Key Responsibilities

Provides legal counsel on state and federal regulatory issues, developing and recommending company positions on legal issues to further the company’s interests and mitigate legal risk.

Identifies and assesses legal, business and regulatory risks and offers steps to comply and mitigate risk.

Prepares and reviews written legal documents and provides legal analyses, interpretations and recommendations regarding compliance with, and risk under, policies and laws.

Identifies and implements process improvements and efficiencies within the Legal department. Contributes to the overall strategy and goals of specific business partners, the practice group, and the department as a whole.

Represents and advocates for PGE’s interests to governmental agencies, counter parties and third parties.

Selects outside counsel as needed and oversees outside counsel to ensure cost-effective and high-quality legal representation.

Education/Experience/Certifications

Education

Juris Doctor degree required.

Experience

Counsel II: typically eight or more years (in private practice, in-house, or government) in connection with electricity or natural gas state regulatory, litigation, or FERC matters.

Counsel I: typically at least two years (in private practice, in-house, or government) in connection with electricity or natural gas state regulatory, litigation, or FERC matters. Candidates newer to the practice with the same years of relevant experience are encouraged to apply.

Certifications

Admitted to Oregon State Bar (or able to be admitted within 6 months of employment).

Functional Competencies

Intermediate knowledge of particular laws, regulations and legal practice in multiple practice areas.

Ability to identify risk, problem solve and think strategically in nonroutine operations and ambiguous situations.

Ability to distill complex legal concepts for nonlegal audiences up and down the corporate reporting chain.

Understanding and support for the technical needs of a regulated utility and ability to advocate for the Company’s position.

Strong legal research and writing skills to analyze, interpret and summarize, and to draft complex legal documents.

Working knowledge of the utility industry, market and politics; familiarity with PGE’s policies, practices and regulatory regime.

General Competencies: analytical thinking, decision-making, presentation/facilitation, project management, enterprise/business awareness.

Physical, Cognitive Demands and Schedule/Attendance

Physical

Does the job require a valid driver’s license? No.

Driving/travel/commute: Daily within service territory; occasional travel (one to two times per month or less).

Computer use for regular work shift.

Ability to adhere to set response times and deadlines; follow accuracy standards; follow through on decision-making tasks.

Effective collaboration within a team; strong communication and problem-solving under stress; adaptability to frequent change.

Schedule/Attendance

Ability to work long hours and a variable schedule.

Ability to report to work during periods of severe inclement weather and maintain regular attendance.

Environment

Office/Hybrid/Travel within PGE Service Territory. Hybrid flexible work arrangements; combination of in-office and offsite work, subject to business needs.

Pay Range

Counsel I – $112,840 to $209,560

Counsel II – $132,160 to $245,440

Compensation Range: $112,840.00 – $245,440.00

Actual total compensation, including a performance-based incentive bonus, is commensurate with experience, skills, qualifications, education, training, and internal equity. The candidate will typically fall toward the middle or entry point of the range.
