Overview
DIVISION CHIEF - ENERGY & RATEPAYER ADVOCACY DIVISION within the Office of the Attorney General. The Division Chief leads the Energy & Ratepayer Advocacy Division (ERA) and works with the Attorney General’s management team to supervise ERA’s activities, policy development, and external engagement to represent ratepayers in Massachusetts energy matters.
Responsibilities
Supervise and direct the activities of the ERA division, including managing a team of approximately 23 employees (e.g., Managing Attorneys, Assistant Attorneys General, Analysts, Paralegals, a Senior Policy Advisor, an Energy Consumer Liaison, and an Administrative Assistant). Oversee day-to-day supervision of ERA’s ratepayer advocacy before the Massachusetts Department of Public Utilities (DPU), ISO New England and NEPOOL, and the Federal Energy Regulatory Commission (FERC). Provide guidance on legal strategy and review/approve regulatory filings, public comment letters, civil investigative demands, civil complaints, and settlement agreements. Develop and implement ERA’s strategic policies, including those related to the Commonwealth’s clean energy goals, and engage with the Legislature on energy policy and proposed legislation. Maintain relationships with external stakeholders and represent ERA at conferences, convenings, and other events. Oversee the division’s administration, including hiring and personnel matters, reporting on the division’s work, and coordinating division-wide activities and milestones. Handle significant or sensitive matters personally as time permits. Qualifications
Must be a member of the Massachusetts Bar in good standing at the time of application. At least seven (7) years of legal experience, including at least five years in regulatory or administrative law relevant to ERA’s work. Ability to litigate on policy and technical issues, including economics, finance, and accounting considerations. Demonstrated management, communication, writing, legal-analytical, negotiation, and oral advocacy skills, with sound judgment. Ability to collaborate with internal and external stakeholders, including constituents, press, and other state, federal, and municipal officials. Ability to engage with diverse communities empathetically and inclusively. Ability to work in a fast-paced, team-oriented environment.
