We are currently looking for a Senior Business Analyst to join our team.
Position Summary The Senior Business Operations Analyst will support organizational operations and project delivery while contributing to strategic growth initiatives. This role provides support across proposals, contracting, and human resources, and oversees projects to ensure successful planning, execution, and delivery in alignment with OPM’s objectives. The analyst will also help establish Business Analysis (BA) and Quality Assurance (QA) best practices, leading the creation of a Center of Excellence (CoE) to standardize processes, improve customer satisfaction, and drive continuous improvement.
Key Responsibilities Elicit, document, and manage business and technical requirements through interviews, workshops, and stakeholder analysis.
Develop process flows, use cases, and functional specifications to support solution design and implementation.
Collaborate with stakeholders to define business needs, translate them into technical requirements, and validate deliverables against expectations.
Analyze data and workflows to identify gaps, recommend improvements, and ensure alignment with organizational and customer objectives.
Establish and promote BA and QA best practices across projects.
Support the creation of a Center of Excellence (CoE) to standardize processes and frameworks.
Drive initiatives to improve service delivery, optimize workflows, and enhance customer satisfaction.
Provide coaching and guidance to BA/QA resources, fostering consistency and professional growth.
Develop and maintain project plans and schedules, including milestone tracking for all deliverables.
Provide project status updates and progress reports to the Government and internal stakeholders.
Deliver all project artifacts, documentation, and information on time and in compliance with OPM ITSM standards.
Direct, coordinate, and oversee all aspects of assigned projects.
Ensure consistency of deliverables with OPM strategic goals, commitments, and objectives.
Identify, assess, and mitigate risks to ensure project success.
Maintain responsibility for the performance of all deliverables and management of associated tasks.
Required Qualifications Professional Experience: at least five (5+) years of experience with Business Analysis and Quality Assurance in a client-facing capacity.
Working knowledge of SW Development Lifecycle (SDLC) methodologies, including Waterfall and Agile.
Excellent written and verbal communication skills, including experience delivering briefings to executive stakeholders.
Demonstrated ability to manage competing priorities and multiple workstreams.
Preferred Qualifications Experience with federal government IT projects, preferably within OPM or similar agencies.
Familiarity with federal IT standards, including ITSM frameworks.
Agile certifications (e.g., Certified ScrumMaster, SAFe Agilist).
Strong technical background in IT systems, development, or infrastructure.
Clearance Must be a US citizen and be able to obtain OPM Public Trust Clearance.
