HSE Manager Primary Purpose: The administration, implementation, and enforcement of the plant environmental, health, and safety policies to ensure compliance with all local, state, and federal regulations and to meet or exceed established goals. Essential Functions: With the Regional HSE Manger, maintain the HSE vision. Develop and implement Plant Safety practices to create a safe working environment. Develop and implement Safety and Environmental practices to ensure compliance with all local, state, and federal regulations. Facilitates incident investigations, root cause analysis, and closure of corrective actions. Manage Worker’s Compensation claims by investigating the circumstances of the claimed injury objectively, while minimizing costs and fraud. Act to prevent reoccurrence. Accompany employees on initial visits to physicians. On occasion, attend follow-up visits as well. Promote safety awareness; assist in safety and technical training. Monitor and enforce environmental, health, and safety regulations. Provides support and assistance to other locations when HSE Coordinator/Manager positions are vacant. Assists with the technical training and acts as SME in all HSE disciplines. Conduct ongoing safety inspections of facilities, operations, and equipment to ensure compliance and a safe working environment for all Phoenix Pollution employees. Analyze work functions to develop safety, environmental, and ergonomic policies to ensure compliance. Act as a professional liaison in case of government agency inspections concerning safety, environmental, or ergonomic issues. Maintain OSHA and EPA required written programs and permits, recommending / conducting training as necessary. Conduct Industrial Hygiene monitoring of hazards including noise and chemical exposure and works to minimize exposure. Administers and maintains SDS Programs. Develop local metrics to support and drive safety performance. Actively participate on assigned teams and/or projects. Ensures policies are followed and provides guidance on safety related discipline. Maintain DOT requirements to support Class A Commercial Licenses. Support and maintain FMCSA Compliance Safety Accountability – Safety Management System. Maintain compliance and support contractor management through understanding ISNetworld, Avetta, ect. To meeting clients standard and requirements. Participate in the identification and implementation of continuous improvement initiatives. Develop and Maintain JSAs. Perform other tasks as directed by Owner / manager. Supervisory Responsibilities: This position typically has no direct supervision responsibilities, but will give direction to others in ensuring compliance with all local, state and federal regulations. Position Scope: Health, Safety and Environment Compliance Qualifications: Education, Experience, and Skills: Undergraduate degree in Occupational Safety & Health, Safety Engineering or related discipline; extensive work experience may be considered in lieu of education. Minimum of 5 to 8 years HSE experience; in emergency response and industrial manufacturing preferred. OSHA 30 Certification required, OSHA 500 Certification is a plus. Demonstrated knowledge and understanding of OSHA requirements.

Experience in the environmental services industry, hazardous materials handling, and emergency response is often preferred or required. First-Aid, and CPR certification required Must have experience in developing and administering Safety & Health programs and Industrial Hygiene sampling techniques Excellent personal computer skills in a network environment; Microsoft products experience preferred -

Outlook-Word-Excel-Teams. Physical Demands: While performing the duties of this job, the employee is regularly required to stand and walk and talk or hear. The employee frequently is required to use hands to finger, handle, or feel and reach with hands and arms. The employee is occasionally required to lift up to 20 pounds. Working Environment: Typical indoor manufacturing environment. The noise level is usually moderate to high and hearing protection may be required on the production floor. Safety glasses and safety toed shoes are required on the production floor. Travel, off shift, and occasional weekend work are required.
