The essential duties, but not limited to, for Aviation Project Specialist in the Project Management Track include:
Assigned approximately 10 to 15 public-use airports for which they perform the following:
Coordinate the development and update of Capital Improvements Plans (CIPs) for each airport annually.
Work to identify aviation infrastructure issues for maintenance, repair, safety, environmental, and operational needs.
Work to ensure project selection and continuity through collaboration and effective communication with the internal/external stakeholders and project team.
Work to plan, develop, assemble and/or review aviation transportation infrastructure plans and supporting documents with the latest CADD computer technology and/or PDF application
Understand different funding components available and project selection scoring processes via FAA and TDOT Aeronautics Division
Understand and apply techniques, procedures, and design criteria in accordance with technical manuals (i.e. FAA Advisory Circular) to develop and/or implement detailed specifications for aviation projects
Review and approve project bid tabulations and federal contracting requirements (i.e. DBE/diversity, labor standards, and Buy American Preference or Build America, Buy America (BABA))
Review and approve updates to schedules submitted to document the progress of projects through the project life cycle
Ensure invoices are reviewed and processed according to granting requirements
Utilize various software platforms in review and maintaining aviation transportation systems, which may include some design work
Assist with implementing proactive solutions for engineering concerns to ensure the needs of the project are met
Work to understand criteria and key components of technical disciplines within a matrix organization to ensure project successfulness
