GENERAL STATEMENT OF DUTIES

Performs journeyman level professional accounting work, maintaining essential components of the accounting operations. Controls work flow to ensure accuracy and compliance with guidelines, procedures, policies, and laws. This includes banking, accounts receivable, tax filings, purchasing cards, capital assets, payroll and treasury functions.

Distinguishing Features of the Class

The work involves responsibility for performing complex accounting and auditing work, including the preparation of financial statements and analyses in accordance with standard professional accounting procedures. An employee in this class is responsible for reviewing and maintaining records manually and electronically, and providing support in the areas of audits, fixed assets, capital improvement projects and risk management. Work is performed under the general supervision of senior management with considerable leeway for independent judgment.

Duties and Responsibilities

Essential duties and responsibilities include, but are not limited to:

  • Monitor and execute workflow to maintain ongoing functionality of accounting processes of ledger and bank accounts for which they are primarily responsible.
  • Coordinate and maintain effective workflow between the County Finance Department and other departments.
  • Perform regular reconciliations of accounts to validate ledger balances and maintain the integrity of the organization accounting records.
  • Initiate accounting system processes that prepare essential financial transactions and records.
  • Access external (banking, credit, etc.) systems to obtain necessary information to support organization financial operations and accounting activities.
  • Advise management on process changes and regulation impacting accounting operations.
  • Coordinate processes with other accounting operations within the organization.
  • Research and analyze exceptions to standard procedures or transactions.
  • Assist with the analysis and implementation of policies and procedures.
  • Test software systems before and after implementation to insure functionality.
  • Performs other duties as assigned.

Recruitment Standards

Knowledge, Skills, and Abilities

  • Considerable knowledge of the application of established bookkeeping and accounting principles and techniques to standard accounting transactions.
  • Knowledge of state and federal regulations governing processes for which they are responsible.
  • Knowledge of county regulations, policies, and procedures.
  • Ability to operate a calculator, CRT terminal and personal computer as required for this position.
  • Knowledge of Microsoft Word, Excel, and other computer software.
  • Ability to interpret and apply Finance Department regulations and procedures pertaining to the assigned accounts.
  • Ability to analyze computerized accounting reports.
  • Ability to analyze accounting reports or documents and draw conclusions and make recommendations.
  • Ability to communicate effectively both orally and in writing.
  • Ability to maintain effective working relationships with employees of other departments, customers, vendors, managers, and regulators.
  • Ability to interpret and apply third party billing regulations.

Minimum Qualifications

Bachelor’s degree in Business or Accounting; OR,

Associate's Degree in Business or Accounting and two years of experience in bookkeeping, accounting, including experience with a computerized accounting system, preferably in a governmental setting; OR,

High school diploma or equivalent and four years of experience in bookkeeping, accounting, including experience with a computerized accounting system, preferably in a governmental setting.


Physical Demands

Work is sedentary. However, there may be some walking, standing, bending, carrying of light items such as papers, books, etc. Also, there may be some occasional lifting and moving of boxes, reports, and files.

Working Conditions

  1. Environment: Work environment is in a normal office environment.
  2. Hazards: Routine office hazards such a corners of desks, cabinet drawers, cords, and chairs.

May Require Driving

This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver’s license and that the driving record is compatible with the county’s driving criteria.

If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County’s vehicle use policy.
