Overview
We are recruiting an innovative, team-oriented Human Resources professional to join the Human Capital team as the Human Resources Manager. The HR Manager is a team-lead role that reports directly to the Chief Human Capital Officer and works directly with a team of geographically dispersed professionals. The HR Manager will serve in a deputy capacity to the CHCO, enhancing the organization’s capabilities by assisting with a variety of HR tasks, activities, and strategic initiatives. The HR Manager will work closely with the CHCO, Senior Human Capital Specialist, and Senior Payroll and Benefits Specialist to plan, direct, and manage the day-to-day operations of the Human Capital team, including payroll, benefits administration, personnel administration, regulatory compliance, performance management, and workforce development. The HR Manager will also support the CHCO and other Senior Leaders with strategic initiatives and planning activities to support the Nakupuna Companies' continued growth.
Responsibilities

- Works directly with the CHCO and other Human Capital team leads to assist in designing and improving Human Capital processes and procedures.
- Enhances the organization’s human resources by planning, implementing, auditing, and evaluating human resources policies, programs, and practices.
- Works with CHCO, Senior HC Specialist, and Senior Payroll and Benefits Specialist to plan, direct, and manage the day-to-day operations of the Human Capital team, including payroll, benefits administration, personnel administration, regulatory compliance, employee relations, performance management, and workforce development.
- Provides ongoing review, recommendations, and implementation for changes to keep HR functions in compliance with all statutory, regulatory, and/or company policy requirements.
- Researches HR practices, compensation and benefit programs, and other HR-related subject matters as needed.
- Manages a pay plan by conducting periodic pay surveys; scheduling and conducting job evaluations; preparing pay budgets; monitoring and scheduling individual pay actions; and recommending and planning pay structure revisions.
- Provides drafting and composition support for the development or revision of HR policies and procedures.
- Works with the team to maintain and enhance a Human Capital Management dashboard to accurately track human capital metrics and benchmarking data.
- Oversees data entry of personnel transitions into iCIMS and ADP system including new hires, rehires, terminations, reclassifications, transfers, demotions, leave of absence, status changes, salary adjustments, data correction, title changes, tax changes, and multiple assignments.
- Creates and modifies HR documents and forms using Microsoft Office applications.
- Sets up, coordinates, and/or conducts other HR-related training opportunities.
- Provides targeted guidance and training to department leaders to improve employee relation outcomes.
- Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, benchmarking state-of-the-art practices, and participating in professional societies.
- Contributes to team effort by accomplishing related results as needed.
- Ensures planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; and counseling employees and supervisors.
- Ensures legal compliance by monitoring and implementing applicable human resource federal and state requirements, conducting investigations, and maintaining records.
- Enforces management guidelines by preparing, updating, and recommending human resource policies and procedures.
- Ensures Human Resources standards are met for all regulatory agencies.
- Serves as department lead in the absence of the CHCO.
- Other duties/projects as directed and assigned by the CHCO.
Qualifications
Skills/Qualifications: Experience with government contracting and related HR requirements. Demonstrated knowledge and competence in HR statutory and regulatory requirements and best practices. The candidate needs to have demonstrated experience in human resources management, hiring, benefits administration, performance management, compensation and pay structures, employment law, employee classification, regulatory compliance, diversity and inclusion, and organizational management. Must have the strong ability to take initiative and work independently while also being able to take direction when appropriate. The candidate must have strong communication, organizational, writing, and interpersonal skills. Leadership/supervisory experience is highly preferred. Advanced experience in Microsoft Office applications with emphasis in Word, Excel, PowerPoint, and Outlook is required. Previous experience with payroll systems is preferred, specifically ADP. Previous experience with applicant tracking systems is preferred, specifically iCIMS.
Education and Experience:
- Bachelor’s degree from a four-year college or university preferred.
- 10+ years of experience in progressively responsible human resource roles required.
- 4+ years government contracting required.
- 5+ years of experience in a supervisory role preferred.
- PHR/SPHR or SHRM-CP/SHRM-SCP certification is preferred.
Clearance: An active Secret security clearance is preferred, but not required. Must be a U.S. citizen.
