Key Responsibilities: This person will be a boots-on-the-ground professional who thoroughly understands underground wet utilities and its relationship to Cal/OSHA and other safety standards.
Field Safety Oversight: · Promote a culture of safety. · Walk the job. Observe the operation. Understand the job before critiquing it. · Evaluate trenching, shoring, sloping, and pipe installation operations in real-time for compliance, hazards, and opportunities to improve. · Bridge the gap between written safety plans and field execution. · Enforce and review Foreman completion of paperwork; Job Hazard Analysis (JHA), Confined Space Entry, Excavation & Soils Analysis, Daily Trenching Logs. · Site inspection of Foreman – Project binder, current Excavation Permit, current USA tickets, Company Safety Handbook, Company IIPP & Code of Safe Practices.
Training and Communication:
· Develop (update and maintain), implement, and enforce safety programs to comply with Cal/OSHA and Clients; Company Safety Handbook, Company IIPP & Code of Safe Practices, Client specific. · Develop tailgate meeting topics and handouts to assist Foreman in accurate and applicable sharing of safety information to field crews. · Develop and conduct meaningful qualified persons training, hazard awareness trainings, and on-the-job safety training and mentoring. · Develop and conduct New Employee Fit-to-Work orientation and training. · Coordinate on-site drills (field and office) to ensure employees are prepared – OSHA inspections, fire, earthquake, first-aid, etc.
Incident Response and Reporting:
· Investigate employee/non-employee accidents and near misses, property damage, vehicle accidents, utility strikes. · Assist Foreman, Superintendents, and Project Managers with investigation reports, root cause analysis, and corrective action. · Coordinate with insurance and regulatory agencies to report and resolve potential claims.
Regulatory Compliance:
· Maintain documentation and records. · OSHA 300 and 300A. · Stay current and sharp on all safety regulations and orders. Help the team get ahead of the law – not just meet it.
Construction Safety Manager Qualifications:
· CHST or other BCSP Credential, CUSP, OSHA 500 CPR & First Aid · Ability to read and interpret regulatory standards and translate into field crew level instruction. · Experience in trench excavation, confined space, Asbestos/Lead/Silica, fall protection, flagger/work zone, Haz-Com, Heat Illness Prevention, Ladder, Lockout/Tagout, PPE, Rigging, Respiratory Protection, Underground Service Alert, etc. · Strong communication skills; verbal and written. · Bilingual in English and Spanish a plus. · Strong and effective leader with the ability to balance rapport and trust with enforcement. · Practical, solution oriented mind set. · Ability to walk job sites on uneven terrain, enter excavations, and work flexible hours as needed. · Detailed, organized, and thorough. · Initiative-taking and dependable. · Computer proficient; Microsoft Outlook, Word, and Excel.
