About Us:

The Housing Authority of the City of Austin (HACA) is looking for a motivated candidate to join a team that provides affordable housing and services to families and individuals needing stable housing. The qualified candidate will coordinate service through the Housing Choice Voucher and other rental assistance programs. The Compliance Manager - Intake will support managing the federal rental assistance program. HACA has led affordable housing in the City of Austin for over 85 years. In partnership with the U.S. Department of Housing and Urban Development, local government entities, and numerous non-profit agencies, HACA provides access to safe, stable housing to over 20,000 individuals.

What you will do in this position: Train and Mentor Housing Professionals

Develop and deliver training on HCV program practices and policies. Ensure staff understand and follow HUD, state, and local regulations and provide ongoing coaching to support performance.

Provide Expert Guidance to Stakeholders

Act as a resource for Housing Choice Voucher participants, property owners, and staff by explaining program policies, addressing disputes, answering questions, and preparing written responses as needed.

Develop, Revise, and Implement Policies and Procedures

Prepare and revise internal policies and procedures to ensure program compliance with HUD or other regulatory requirements. Organize implementation of policy revisions, communicate updates to staff, and create job aids and reference materials.

Monitor and Disseminate HUD Updates

Maintain up-to-date knowledge of HUD notices, regulatory changes, and best practices pertaining to the HCV program. Assess their implications for operations, prepare clear summaries or guidance, and ensure timely dissemination of information to staff and program participants.

Supervise and Support Housing Professionals

Supervise daily tasks of assigned staff. Establish performance standards, conduct evaluations, offer feedback, and assist with professional development. Take part in interviewing, selecting, and onboarding new team members.

Ensure Program Compliance and Quality Assurance

Monitor cases and workflows for compliance with HCV program requirements. Conduct spot checks or audits, identify patterns, and provide recommendations to support adherence and service delivery.

Participate in Professional Development and Continuous Improvement

Join trainings and webinars to stay updated on program standards and best practices. Take part in or manage projects that improve efficiency, equity, or results.

More about this position: Qualified candidates must possess: Bachelor's degree in social science or business from a four-year college or university OR Four years related experience and training; OR Equivalent combination of education and experience.

Preferred candidates will also possess the following skills and abilities: Ability to provide compassionate and professional customer service to clientele of diverse backgrounds, including people with disabilities and people experiencing homelessness Strong computer skills (Google Suite, Microsoft Office Suite, Adobe Acrobat, DocuSign, Emphasys ELITE, and Laserfiche) Excellent oral and written communication skills Ability to establish, cultivate, and maintain effective working relationships with external partners, clients, and coworkers Knowledge of HUD programs, regulatory compliance, the affordable housing industry, the Austin/Travis County Homelessness Response System, and the Homeless Management Information System (HMIS).
