Business IT Analyst
Location: Indianapolis, IND
Schedule: M-F 8-5pm - Some hybrid flex; minimum 3 days a week on site
Duration: Long-term contract - 10 days PTO & 10 federal holidays
Job Description:
Insight Global is seeking a Mid to Senior Business Analyst to help support a federal revenue collecting Agency in adding enhancements to its revenue collection system. This project supports the Automated Commercial Environment (ACE) modernization effort. ACE is a trade processing and collections system through which the trade community reports imports and exports, and the government determines admissibility. This system is responsible for the collection of over $85B in duties, taxes, and fees each year.
To support development and implementation of enhancements to this tool, our team is providing Agile project management, requirements gathering, user acceptance testing, training, and stakeholder engagement services. This position reports directly to the team Project Manager and provides in-person support to the client located in the Indianapolis office. The Business Analyst is responsible for engaging with stakeholders to refine requirements, prepare client briefing materials, and assist with user acceptance training. The ideal candidate will have strong writing skills, experience consulting with federal customers, and be able to drive stakeholder meetings and engagement.
Day to Day:
- Directs requirement collection and refinement efforts, to include interviews, surveys, working sessions and focus group studies.
- Familiar with developing and interpreting cost analysis, budget plans, and developing and presenting briefings to senior management.
- Lead or be a member of a team of analysts that apply process improvement, reengineering, modernization, or transformation principles, approaches, and methodologies that lead to increased efficiency or effectiveness in financial and operations management.
- Provides support for the design and implementation of new or enhancements to business processes.
- Assist in the development of requirements, including facilitation of working sessions with user community.
- Develop executive-level briefings and other strategic communication materials to engage stakeholders.
- Ensures proposed process improvements align to strategic objectives, and initiatives are compliant with appropriate policies, rules, and regulations.
- Experienced in developing realistic and practical implementation plans.
- Conducts organizational studies and evaluations; conducts work simplification and measurement studies; and prepares operations, training, and procedural manuals to assist management in implementing ways to operate more efficiently and effectively.
- Draft language for acquisition documents and support reviews of content and formatting.
- Work with stakeholders and user community to develop operation requirements.
- Assist with creating and managing/tracking project deliverables, timelines, and scheduling client engagements.
Job Requirements:
- An CBP BI, or be reciprocity eligible i.e., active DHS PT/Secret and above, or DOD TS and above.
- A bachelor’s degree in a related field and 7+ YOE in a related role.
Experience with:
- Gathering business and technical system requirements
- Leading and coordinate system testing efforts, including test planning, execution, defect tracking, and validation of fixes
- Acceptance, regression, functional tests, end-to-end testing etc.
- Developing user manuals and training materials
- Shaping modernization strategy and demonstrate business value
