ABOUT THE DEPARTMENT

Health and Human Services Agency: The Shasta County Health and Human Services Agency (HHSA) partners with communities to protect and improve the health and well-being of Shasta County residents. Established in 2006, the HHSA is organized into four branches: Children’s Services, Adult Services, Public Health and Economic Mobility, with a centralized administration. The HHSA promotes optimal health for all. The frail, the abused, the mentally ill and those without resources look to the HHSA for services and resources to meet their basic needs, and to protect their health and safety. This transformation improves efficiency, avoids unnecessary duplication of effort, encourages collaboration among programs and organizes the HHSA’s services to be more responsive to the needs of the public.

Children’s Services encompass the services that help ensure children are protected and safe. This branch investigates alleged abuse and neglect of children, and it licenses foster and adoptive homes for children who are experiencing traumatic events in their lives. The branch also encompasses children’s mental health and youth alcohol and drug services. This branch also works with juvenile justice and education to coordinate services for clients.

ABOUT THE VACANCY

Positions are in the Shasta County Health and Human Services Agency — Behavioral Health and Social Services Branch, Child Welfare Services. POSITION DESCRIPTIONS

Assistant Social Worker: Under direction, to carry a caseload involving the determination of need for basic social service functions for applicants or clients; to perform elementary social studies to identify a need for more intensive casework services; to provide limited casework services of a general tangible nature; and to do related work as required.

Social Worker: Under direction, to carry a service caseload and to provide social services; to conduct social studies and develop service plans which may include the need for specialized social services; to provide information about available services and to arrange for referral of clients to appropriate departmental or community human services resources; and to do other work as required.

Senior Social Worker: Under direction, to carry a service caseload and to provide social services; to conduct social studies and develop service plans which include the need for specialized social services; to provide information about available services and to arrange for referral of clients to appropriate departmental or community human services resources; or to lead internal reviews of all aspects of the In-Home Supportive Services (IHSS) program to ensure both internal integrity and to investigate potential fraud; perform related work as required.

DISTINGUISHING CHARACTERISTICS

Assistant Social Worker: The trainee class in the professional Social Worker series, with supervision and increasing caseloads as experience is gained.

Social Worker: The full journey level in the professional Social Worker series with independent casework responsibilities and potential for complex assignments.

Senior Social Worker: The highest level in the series, handling the most difficult and specialized child welfare casework and providing leadership and consultation to other social workers.

IDEAL CANDIDATE

The Ideal Candidate will uphold honesty and integrity, be internally motivated to provide high-quality professional service, and possess a master’s degree in social work from an accredited college or university, or a master’s degree from a two-year counseling program, or a BA/BS in Psychology or related field. Experience with community or home-based services, linking clients to supportive services, skill-based services to increase life functioning, and monitoring progress toward goals is preferred. The candidate will work as part of a multidisciplinary team in Child Welfare Services to support safety, permanency, and well-being for children, youth, and families.

Assistant Social Worker: Entry-level position supporting children and families, with a caseload of children, youth, and families, including transportation, case management, and emotional support. Requires a 4-year degree in psychology, social work, or related field.

Social Worker/Senior Social Worker: Ideal candidates will have a master’s degree in social work or related field and experience with case management or direct work with children and families; or a 4-year degree in a related field with appropriate experience. The ideal candidate values culture, family, community, and building networks to support families.

MINIMUM QUALIFICATIONS

The following positions in Child Welfare Services require possession of a bachelor’s degree plus thirty (30) semester units in social welfare, social/human services, sociology, or other behavioral sciences, with additional specific qualifications per level.

Assistant Social Worker: Bachelor’s degree with 30 units in specified fields.

Social Worker: Bachelor’s degree with 30 units plus two years of professional social casework experience, or master’s degree in social work or related field, or MFCC intern status, or equivalent combination described in the posting.

Senior Social Worker: Bachelor’s degree with 30 units and five years of full-time social casework experience (including specified years in child welfare), or master’s degree in social work or related field with required experience.

SPECIAL REQUIREMENT

  • Possession of an appropriate California driver's license.
