Base pay range $278,000.00/yr - $285,000.00/yr Direct message the job poster from American Property Casualty Insurance Association The Department Vice President, Federal Government Relations (FGR) and Political Engagement (PE), is a Senate and House lobbyist with general lobbying responsibility on all APCIA federal issues and, in addition, manages the PE team. The Department Vice President FGR's responsibilities include leading on assigned APCIA federal issues, including comprehensive responsibility for all aspects of those issues to entail planning, lobbying, reporting, and coordination of coalition, grassroots, and public affairs efforts.The Head of Political Engagement responsibilities include management and oversight of all PE initiatives, including all grassroots/grasstops advocacy at the state and federal level, PAC activity, and legislative action days. This position reports to the Senior Vice President, Federal Government Relations and Political Engagement, and works closely with all APCIA divisions to accomplish assigned goals. The Department Vice President represents FGR in the absence of the Senior Vice President. Department VP Federal Government Relations Responsibilities (80 percent of the role): Serve as a lobbyist with responsibilities in the Senate and the House.Lobby Congress, the Executive Branch, and Independent agencies on APCIA's strategic goals and key initiatives. Collaborate with APCIA staff and members, industry representatives, coalition members, and other interested parties to develop and execute comprehensive government relations strategies, including policy development, research, coalitions, grassroots, and public affairs, to achieve the best possible legislative outcomes on issues impacting the property and casualty industry. Coordinate with Policy Research and International (PRI) staff to monitor and analyze legislative proposals to determine the effect on the property and casualty industry. Work with PRI staff to develop materials for Members of Congress, their staff, and Administration officials to advance APCIA positions and initiatives. Proactively build and maintain relationships with APCIA member company representatives – seeking member company insight/input relating to pending or proposed legislation.Clearly communicate APCIA legislative priorities and agenda with a comprehensive understanding of the issues using strong oral and written communication skills to internal and external stakeholders. Lead APCIA and FGR teams on projects, as assigned. Assess, prioritize, and make recommendations regarding APCIA PAC contributions to House and Senatecandidates. Head of Political Engagement Responsibilities (20 percent of the role): Oversee, manage, and coach the PE team to accomplish all PE initiatives and metrics. Coordinate with FGR, SGR, PRI, and PA to ensure PE is appropriately supporting SGR and FGR advocacy goals and partner with PRI and PA with activities and materials that augment the advocacy goals. Sets direction, propose and oversee administrative budgets for outside PE vendors, grants, and contributions. Oversees internal and external federal and state grassroots programs, including budget, strategy, tactics, and overall expansion of existing grassroots databases. Work closely with PAC staff on PAC budget and events to ensure this activity aligns with advocacy goals Work closely with PE staff to ensure federal and state legislative action days are successful. Additional Responsibilities Represents Federal Government Relations in the absence of the Senior Vice President. Participates in the planning and execution of key APCIA events, including Legislative Action Day. Active participation and leadership expected in staff meetings. Provides direction to external consultants. Secure guest speakers for APCIA events. Other duties as assigned, including compliance matters. Qualifications Bachelor's degree required, Advanced Degree in Law or Business preferred. Preferred 12+ years' experience in a congressional, executive branch, or lobbying role. Preferred management experience in Political Engagement activities. Familiarity with government processes, specifically in the legislative and executive branches. Ability to lead APCIA, FGR, and PE teams on projects and collaborate with internal and external stakeholders. Ability to communicate effectively, verbally, and in writing. Strong inter-personal skills. Good political instincts. Ability to multi-task. Preferred Experiences: Strong ties to congressional Democratic leadership Seniority level
