Job Description Summary:

The Business Development Analyst plays a critical role in identifying, evaluating, and pursuing strategic growth opportunities within the defense, federal, state, and local government contracting spaces. This position supports the development of competitive proposals, market intelligence gathering, and strategic partnerships to expand the company’s footprint in government markets. A key aspect of this role is leveraging WESTECH’s Business Development CRM and AI-driven tools to track opportunities, analyze data, and improve efficiency. The ideal candidate combines analytical rigor with industry insight and a proactive mindset to help drive company strategic growth.


Key Responsibilities:

  • Monitor and analyze government procurement trends, budget allocations, and agency priorities.
  • Track upcoming solicitations (RFPs, RFIs, Sources Sought) using platforms like SAM.gov, GovWin, and agency portals.
  • Leverage CRM systems and AI-driven tools to manage data, analyze opportunities, and support capture and proposal activities.
  • Identify target agencies, programs, and contract vehicles aligned with company capabilities.
  • Maintain and update a pipeline of qualified opportunities.
  • Evaluate opportunities for strategic alignment, competitiveness, and profitability.
  • Support pursuit/capture planning and bid/no-bid decisions with data-driven insights.
  • Collaborate with capture managers and proposal teams throughout the proposal development process.
  • Assist in preparing proposal outlines, compliance matrices, and competitor analysis.
  • Contribute to pricing strategies, teaming arrangements, and technical solution development.
  • Ability to communicate/effectively with teammates to support data calls, past performance, and color team reviews.
  • Support the development of NDAs, teaming agreements, and strategic alliances.
  • Maintain relationships with industry partners and attend networking events.
  • Prepare briefings and reports for senior leadership on BD capture and market trends.
  • Support strategic planning initiatives and business case development.
  • Track and report on wins, losses, and pipeline management.


Requirements:

Qualifications

  • Bachelor’s degree in Business, Public Administration, Political Science, or related field (Master’s preferred).
  • Minimum of 2 years of experience in business development, market analysis, or capture support.
  • Experience with CRM and AI tools.
  • U.S. citizenship required; ability to obtain a security clearance may be necessary depending on contract requirements.


Knowledge, Skills, and Abilities

  • Demonstrated ability to effectively use AI-based tools for business development and capture management.
  • Strong analytical, communication (Written and Verbal), and organizational skills.
  • Ability to evaluate opportunities, lead teams, and develop critical tasks.
  • Proficiency in Microsoft Office Suite and BD tools.
  • Ability to travel as needed (Limited) to events and meet with clients and partners.
  • Ability to organize multiple priorities, meet deadlines, and work independently or as part of a team.


Preferred Qualifications

  • Experience supporting proposals for DoD, DHS, or civilian agencies.
  • Familiarity with federal acquisition regulations (FAR), government procurement processes, and major contract vehicles (GSA, IDIQs, GWACs).
  • Proficiency in tools such as GovWin, SAM.gov, FPDS, and CRM platforms (e.g., Salesforce).
  • Understanding of Small Business programs (8(a), SDVOSB, HUBZone).
  • Exposure to pricing strategy, cost modeling, or financial analysis.
