About the Position
Under direction, performs complex and varied technical and professional accounting work, including auditing, analyzing, and verifying fiscal records and reports, preparing financial and statistical reports, providing information to Court staff regarding accounting practices and procedures, reconciling general ledger accounts; prepares year-end audit reports and schedules; assists in developing financial analysis and reporting and internal control practices; performs research, interpretation, and analysis of applicable financial and accounting regulations, standards, and best practices; and performs related work as required.
CLASS CHARACTERISTICS
This is a journey-level class in the professional Accountant series. Incumbents perform complex and responsible accounting and record-keeping duties in support of Court-wide financial functions, programs, and initiatives. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements, and the methodology used in arriving at the end results is not reviewed in detail.

- Provides complex professional and technical assistance in the administration and implementation of the Court’s accounting and auditing programs, including auditing, analyzing, and verifying fiscal records and reports, periodic and ad hoc external and internal compliance reporting, and grants accounting.
- Maintains the Chart of Accounts and general ledger structure.
- Prepares, reviews, analyzes, balances and/or reconciles assigned general ledger accounts and other accounting transactions; identifies and resolves problems.
- Prepares complex bank reconciliations for assigned funds; creates and posts journal entries for a variety of cash transactions including payments and deposits, cash receipts, vendor checks and electronic payments, vendor automatic withdrawals, credit card payments, and other miscellaneous transactions; research unaccounted for items and discrepancies and prepares required journal entries.
- Maintains and reconciles grant revenue and expenditures to the financial system and general ledger; prepares adjusting journal entries; prepares billings and invoices for reimbursement from local, state, and federal grantor agencies; prepares journal entries to record grant credits and grant match charges; maintains detail grants accounting documentation and records.
- Prepares a variety of financial and statistical reports, including financial statements year-end, audit, cash position, and budget reports.
- Maintains fixed asset and other subsidiary ledgers; prepares journal entries for the acquisition and disposal of fixed assets; tracks fixed asset purchases against budget; periodically reconciles fixed asset and special fund schedules to accounting records.
- Assists in compiling and administering operating and capital budgets; performance analysis of requests and proposals; enters budget and monthly expenditure information in the general ledger system; assists in research and analysis of budget variances.
- Participates in the development and implementation of accounting policies and procedures; ensures compliance with mandated requirements and regulations including, but not limited to, those established by state finance agencies, GAAP and GASB.
- Conducts special research assignments, gathers and analyzes data, and prepares reports for consideration by management.
- Observes and complies with all Court and mandated safety rules, regulations, and protocols.
- Performs related duties as required.
Education and Experience
Education:
- A bachelor’s degree from an accredited four-year college or university with major coursework in accounting, finance, business, or a closely related field.
Experience:
- Three (3) years of increasingly responsible professional accounting and/or public finance experience.
Licenses and Certifications:

Knowledge of:
- Modern principles, practices, and methods of public and governmental accounting and finance including accounts payable, accounts receivable, general ledger, grant, and the encumbering of funds.
- General principles and practices of data processing and its applicability to accounting.
- Financial statements and elements including assets, liabilities, equity, income, and expenses.
- Recent and on-going developments, current literature, and sources of information related to court and public sector finance and accounting.
- Record-keeping principles and procedures.
- Court and mandated safety rules, regulations, and protocols.
- The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar. Applicable federal, state, and local laws, codes, and regulations as well as industry standards and best practices pertinent to the assigned area of responsibility.
- Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed.

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 20 pounds.
