Job Description
CSCI is seeking a
Java Developer
to join our high-impact team modernizing a critical Department of Defense (DoD) business system. This multi-year initiative is focused on consolidating and upgrading legacy applications into a cloud-native, secure, and efficient platform that supports millions of military retirees and beneficiaries. As a key contributor, you will help transform aging systems into a modern, resilient architecture using cutting-edge development practices.
Key Responsibilities
Modernize, consolidate, and enhance legacy Defense Retiree and Annuitant System (DRAS) subsystems using Java
Develop cloud-native modules and orchestration layers using the Strangler Pattern for incremental migration
Refactor and integrate code from disparate systems into a unified architecture
Participate in Agile ceremonies, including daily Scrum, Sprint Planning, and Backlog Refinement
Collaborate with cross-functional teams to deliver incremental releases
Support DevSecOps pipelines using GitLab, Jenkins, Selenium, JUnit, Fortify SCA, and ServiceNow
Work with Oracle databases to design, normalize, and migrate data structures
Implement secure data handling, encryption, and compliance with DoD and Federal regulations
Ensure code and systems align with NIST, RMF, Zero Trust, FISMA, FedRAMP, and DoD cybersecurity standards
Support documentation and processes required for Authority to Operate (ATO) and audit compliance
Develop and deploy applications in Microsoft Azure (JWCC) while maintaining cloud-agnostic compatibility
Implement containerization (Docker/Kubernetes) for scalable, portable solutions
Monitor system performance, troubleshoot issues, and recommend improvements
Provide documentation, training, and knowledge transfer to government staff
Minimum Requirements
Must be eligible for a DoD security clearance
5+ years of professional Java development experience
Experience with Agile/Scrum methodologies and DevSecOps practices
Strong knowledge of Oracle databases, data migration, and ETL processes
Familiarity with cloud platforms (Azure preferred), containerization (Docker/Kubernetes), and CI/CD pipelines
Understanding of secure software development frameworks (e.g., NIST SP 800-218, SP 800-53)
Ability to work with government security protocols, including encryption, access controls, and compliance documentation
Excellent communication and collaboration skills
Creativity and adaptability in problem-solving
Ability to work with clients to understand their needs
Strong organizational and time-management skills
Excellent written and verbal communication skills
Professional presence
Preferred Skills
DoD 8140/8570 baseline cybersecurity certification (or ability to obtain)
Experience with Apache Maven for build automation and dependency management
Experience using IntelliJ IDEA as a primary development environment
Knowledge of Section 508 accessibility standards
Ability to work in a team environment, as well as independently
Strong customer and vendor relationship skills
Demonstrated ability to comply with data standards and policies
Motivation to learn new technologies and methodologies that demonstrate value
Past experience working with a federal agency
Department of Defense experience is a plus!
