Qualifications
Education and Experience : Graduation from an accredited college or university with a bachelor's degree in business administration, insurance, risk management, public administration, statistics, law, or another comparable field.
Substitution of experience for education: Qualifying 3 or more years of experience in financial, legal, risk management, math, insurance, or other related field may substitute for the required education to a maximum of one year. NSQs: At least 2 years' experience as a market conduct examiner or related position in the insurance industry. A valid vehicle operator license
Overview This classification has a moderate sized workload functioning at the working level and is responsible for analyzing the operations of insurance companies and their compliance with appropriate laws, regulations, and standards. This class differs from that of Market Conduct Exam Associate in that an incumbent of the latter is in training and is in an assisting role. This class differs from that of Market Reg Exam Advanced in that the incumbent of the latter handles more complex exams and analyses, has more advanced knowledge and functions as the examiner in charge.
Market Reg Exam Advanced must have obtained the Certified Insurance Examination (CIE) certification from the Insurance Regulatory Examiners Society (IRES).
Responsibilities Assists with review of insurance company market conduct/regulation including company underwriting, claims, producer licensing, policyholder service, operations/management, complaint handling, marketing, and sales, etc. to determine the company's compliance with insurance market regulations. Analyzes required lines of business for insurance companies to identify values outside of industry standards (ex: MCAS, MARS). Participates in multi-state market conduct examinations. Reviews Regulatory Settlement Agreements (RSA) and routes for Commissioner approval. Participates in Market Regulation examinations and continuum actions on an as-needed basis. Performs assigned exam procedures using the NAIC Market Regulation Handbook and Tennessee Guidelines. Documents results of the assigned procedures in audit software (ex: TeamMate). Prepares memos, notes of exam meetings, and findings for reports, management letters, or MARS reviews. Reports work findings to assigned supervisor. Comprehends and maintains a basic knowledge of NAIC Market Regulation Handbook, Tennessee Code Annotated (TCA), Tennessee Rules and Regulations, and National Association of Insurance Commissioners (NAIC) standards. References databases such as State Based Systems (SBS) and I-SITE. Maintains professional communications with both internal and external parties including other state insurance agencies, contractors, specialists, insurers, and other related customers. Assists other Insurance Examiners as directed. Serves as an internal resource for other Commerce and Insurance employees outside of the Insurance Examinations section. Travels in and out of state to perform examinations. Attends all mandatory meetings and training. May attend conferences (ex: Insurance Regulatory Examiners Society Career Development Seminar).
