Overview Reporting to the Strategic Information Director, the Senior Technical Advisor is accountable for applying technical expertise and knowledge to deliver, adapt and/or modify high-quality technical approaches that reflect best practices in HIV. They will identify and assess changes in needs, priorities, requirements and operating conditions, ensuring technical approaches are aligned with and responsive to organizational, client and donor needs and requirements. The Senior Technical Advisor will work with the team to define and determine the requirements for work, establishing actionable plans that support the mobilization of solutions. As a representative of Jhpiego, the Senior Technical Advisor will build and expand client networks, establishing strong working relationships with internal and external stakeholders to advance organizational objectives. They will foster new relationships internally and support the development of new external partnerships to achieve objectives and deepen the shared perspective on approaches through the demonstration of deep industry and organizational knowledge. The Senior Technical Advisor will build capacity, support knowledge sharing, and business development by supporting the development and implementation of selected work-plan activities and contribute to program learning. This position follows a hybrid work schedule. The selected candidate will be required to work in the office on Tuesdays, Wednesdays, and Thursdays, with the option to work remotely on Mondays and Fridays.

Provides quality technical assistance and ensures quality technical approaches are implemented in country programs by working closely with program staff to provide inputs into country workplans and reports and to review program data and results to inform decision-making and technical strategies.

Ensures quality assurance for the technical unit by contributing to the development of standards for technical interventions and routinely utilizing program data to identify quality issues and trends and recommends strategies to resolve them.

Designs or adapts technical approaches based on team capacities, analysis of program data, stakeholder needs and changes in context or environment.

Leads discussions with donors, partners and government stakeholders to ensure programming and technical approaches are responsive to needs and priorities.

Leads implementation of activities, contributes to the development of products and materials, and supports the integration and implementation of key technical interventions and activities into country programs.

Leads the design and implementation of technical trainings within project settings and conducts activities to build capacity.

Contributes to the development of Jhpiego’s global technical strategies and identifies opportunities to apply, integrate or test new approaches in project settings.

Leads implementation of priorities identified in global technical strategy and workplan.

New Program Development & Donor Relations

Serves as a technical design lead and supports business development activities including identifying and supporting new opportunities and leading the technical design of new projects with the new business development team.

Provides technical input into new business development opportunities.

Develops strong working relationships with partners and with the proposal team to design technically sound and responsive programming.

Identifies important learning and opportunities to share technical knowledge across the organization.

Captures important learning and leads the development of technical updates to ensure up-to-date knowledge, best practices and learning are widely shared and implemented into programs.

Knowledge Management & Learning

Global Strategy Development & Implementation

Contributes to the development of Jhpiego’s global technical strategies for the technical area and identifies opportunities to apply, integrate or test new approaches in project settings.

Leads implementation of priorities identified in global technical strategy and workplan.

Minimum Qualifications

Master's degree in Health Policy or a related field

Seven years related experience in health systems

Additional experience may substitute for required education to the extent permitted by the JHU equivalency formula

Preferred Qualifications

Doctoral degree preferred

Experience in PEPFAR SI/M&E of global health security programs (USAID, CDC, and DOD) and/or HIV/AIDS programs.

Strong technical skills, including ability to process and analyze data using one or more statistical software packages (e.g., SPSS, Epi Info, Stata).

Familiarity with PowerBI, DHIS2, Qualtrics and CommCare.

Experience working and living in a developing country; experience with international and U.S. donor agencies and private sector foundations; language skills (French, Spanish, or Portuguese).
