Overview Manager - Testing & Commissioning Engineering (MTCE) is a technical content expert who manages employees and plans, coordinates, and directs the daily technical activities of the Testing and Commissioning Engineering (TCE) field engineers. They serve as the engineering authority providing services to the T&S Testing & Commissioning Engineering discipline within the Company. The MTCE leads the development of TCE field engineers and oversees field testing for maintenance, construction, troubleshooting, and commissioning of power equipment, communication, and protection and control systems on the Transmission and Distribution system. They provide technical advice, ensure compliance with standard engineering practices, and supervise commissioning engineers. The MTCE also maintains onboarding and qualification processes and ensures safety, environmental compliance, diversity, innovation, and high productivity. They may work extended hours during storms or emergent work.

Primary Duties
Manage a department of 8–15 employees, monitor performance, conduct performance reviews, foster a high-performance culture, coordinate training, evaluate and qualify TCE field engineers (35%). Plan, coordinate, and direct daily activities including field testing for maintenance, construction, troubleshooting, and commissioning of power equipment, communications, and protection and control systems on the Transmission and Distribution system. Oversee troubleshooting and analysis of equipment failures; provide direct oversight of complex testing evolutions; attend technical conferences for development (30%). Review and approve evidence records for installation, preventive and corrective maintenance; ensure NERC compliance and ICC agreements; coordinate with OCC, TSO, and regional groups; staff projects per annual work plan and budget (15%). Demonstrate and promote Safety & Human Performance Event prevention techniques; conduct required safety observations (10%). Oversee development and writing of technical guidelines and procedures for Testing and Commissioning activities (5%). Responsible for periodic departmental call duty and for assuming responsibilities of the regional TCE Senior Manager (5%). Job Scope
Reports to the Sr. Manager Testing and Commissioning Engineering; manages an average workforce of 8–15 testing and commissioning engineers (including field engineers and technicians). Sets performance goals, coaches, mentors, provides feedback, and conducts technical training and evaluations; provides technical oversight of contracted engineers. Develops and qualifies engineers according to onboarding and qualification matrix. Supports planning and execution of operations, maintenance, and reliability programs; determines manpower and equipment requirements for scheduled and emergent work. Directs safe execution of testing and commissioning activities for installation, construction, operation and maintenance of substation facilities; responsible for safety, reliability, and customer satisfaction goals. Maintains internal controls; performs safety observations, meetings, investigations, and performance reviews; ensures Nuclear program adherence for related equipment and FFD. Maintains contacts across Distribution and Transmission Operations, Construction & Maintenance, Substations, Work Management, Engineering, and Asset Management; liaises with municipal leaders and major customers. Acts as engineering authority providing services to the T&S discipline; develops and reviews engineering drawings; maintains engineering standards and specifications; ensures testing results meet design basis. Responsible for responses to emergent events, storms, and outages; operates autonomously with broad decision latitude. Minimum Qualifications
Bachelor’s degree in engineering or technical discipline, or Associates degree with 9–12 years relevant experience. 7–10 years of industry experience in transmission and substation systems; minimum 5 years in field testing and commissioning (If Associates degree, minimum 7 years in field testing and commissioning). Valid driver’s license; successful completion of Supervisory Assessment. Knowledge of substation and transmission systems; leadership in a high-performance culture; coaching and performance management skills. Effective communication, ability to build consensus, facilitate safety, and lead multiple tasks; willingness to drive process improvements. Preferred Qualifications
Master’s degree in Engineering or advanced system protection courses. Electric industry background in construction, maintenance, and troubleshooting of transmission and substation equipment; relaying and protective controls testing experience; prior supervisory experience. Ability to meet Nuclear badging criteria; Professional Engineering License. Technical understanding of transmission and substation components and protection schemes; familiarity with human performance error prevention. Ability to develop and implement process enhancements and efficiencies; strong business acumen and leadership in a high-performance culture. 3–5 years of supervisory experience. Benefits
