Overview
The Compliance Specialist helps ensure ongoing affordable housing program compliance and adherence to TCB’s Operations policies. The role assists in and leads the preparation and delivery of affordable housing compliance and TCB Operations policies trainings for staff at established properties to foster staff skill development. The position has primary responsibility for compliance monitoring, audits, reporting and record keeping, and audit preparation and close-out, in collaboration with other TCB Operations support functions and management.
Knowledge of HUD Multifamily programs, HUD PIH, HOME, and IRS Section 42 (LIHTC) is essential, including related compliance functions such as eligibility, waiting lists, citizenship rules, student rules, income, assets, allowances, next available unit, vacant unit, transfer rules, reasonable accommodations, earned income disallowance, EIV reporting and discrepancy management, fair housing, LEP, LIHTC deferrals, HAP processes, rent schedules and utility allowances.
Essential Functions
- Approve all move-ins and transfers (including market resident rentals) for all properties in the portfolio. Randomly test to ensure approvals are obtained prior to move-in, including sites using third-party approvals for tax credit move-ins.
- Assist Compliance Manager with coordination for new LIHTC properties to obtain first-year files, review for completeness, and arrange proper electronic and/or off-site storage.
- Review monthly property-level reports for program compliance (e.g., vacant units, late and outstanding recertifications, past-due scheduled moves-ins) and provide guidance as needed.
- Report potential non-compliance issues to the Compliance Manager, Director of Compliance and appropriate Property Operations staff.
- Conduct regular desk audits and site visits to review MI, AR certifications, MO and waitlist activity; ensure documentation is complete and properly stored.
- Monitor utility allowances to ensure current use; review and approve updates not dictated by HUD Rent Schedule before implementation.
- Lead information management and data collection for TCB’s Key Date Tracker.
- Assist with physical inspections of units, grounds and common areas focusing on curb appeal, marketing, snow/ice removal, landscaping, maintenance, turnover of vacant units, and reporting concerns to Operations management.
- Train site staff on program regulations (LIHTC, HUD Multifamily, HUD PIH, HOME, NSP2) and on TCB policies and procedures.
- Lead year-end reporting for assigned portfolio and ensure timely submission.
- Conduct internal audits (files and physical) in preparation for state agency, investor, HUD and other program audits; assist sites in responding to audit reports.
- Develop constructive relationships with state/government agencies, investors, and internal stakeholders.
- Assist with Tenant Selection Plan (TSP), Affirmative Fair Housing Marketing Plan (AFHMP) and Language Assistance Plan (LAP) as required.
- Travel as needed and prioritize site visits, coordinating with supervisor input.
- Arrive prepared with necessary tools (computers, forms, templates, online training, webinars); arrange travel in advance to maximize cost efficiency.
- Submit expense reimbursements per TCB policies in a timely manner.
- Assist with projects and other Property Management Operations activities as needed.
Knowledge, Skills and Abilities
- Valid driver’s license; willingness to travel, including overnight and by plane.
- In-depth knowledge of LIHTC and HUD Multifamily and HUD PIH programs; ability to interpret tenant file information.
- Proficiency in Microsoft Office (Excel, Word, Outlook).
- Clear written and verbal communication; ability to explain complex compliance issues simply.
- Ability to read and interpret regulatory documents; work effectively in a collaborative, changing environment.
Education & Experience
- 2-5 years in property management or affordable program compliance monitoring.
- 1-2 years on-site property management experience in leasing and/or certification processing and/or management.
- Proven experience overseeing compliance for multiple program types and states (preferred).
- Current compliance certifications for HUD and LIHTC programs required.
- Experience with Yardi preferred.
