PHNSY&IMF is actively establishing a detachment in Guam (NAVSHIPYD & IMF DET GUAM). This site supports a broad spectrum of naval vessel/submarine maintenance, overhaul, and repair activities. The contract provides project planning, execution and support services in Code 200, Engineering and Planning Department (EPD), and other support departments to support ship systems maintenance, repair and testing during availabilities at NAVSHIPYD & IMF DET GUAM. Strategic Technology Institute, Inc. (STi) is seeking an experienced Submarine Engineer to serve as the Fleet Technical Support Specialist with deep knowledge of navy shipboard systems to ensure operational efficiency and readiness during repair and overhaul periods. This role also offers project planning/management/testing, estimating, and specification writing support for mechanical, structural, electrical, and combat systems of U.S. Navy ships. Responsibilities

Provide immediate technical assistance to investigate problems affecting ships’ major systems during repair/overhaul. Possess special skills and components/system knowledge to provide technical support service for complex shipboard systems, subsystems and associated components/equipment onboard Pacific Fleet submarines. Identify complex technical problems and provide rapid analysis and resolutions to maintain combat readiness. Provide oversight on repairs by Ship’s Force or maintenance activities and conduct inspections, testing and functional check-out/demonstration of major shipboard systems. Provide oversight of grooms, adjustments and repairs of shipboard systems. Conduct material inspections to determine material condition, compliance with installation objectives and state of operability of system(s) assigned. Accomplish shipboard investigation (e.g., shipchecks) and conduct functional checkout of completed system modifications and indoctrination of organizational-level personnel in new operational/maintenance procedures associated with modifications installed. Mentor Ship’s Force and military and civilian personnel assigned to Fleet Technical Support Division on troubleshooting, assessing and diagnosing problems and provide training on the operation of complex electronic and HM&E systems installed on submarines. Participate in Total Ship Readiness Assessment (TSRA) events. Minimum Qualifications

Secret Security Clearance 15+ years of relevant experience in providing technical and operational support for (HM&E) naval shipboard systems. Extensive experience with Mechanical, Structural, Electrical, and Combat systems, ensuring compliance with SUBSAFE, DSS-SOC, FBW SCS, and/or Level 1 requirements. Skills
