The County of Los Angeles is currently offering a 20% bonus for full-time Phlebotomy Technician I, hired by Correctional Health Services and working on-site in a designated facility to meet critical healthcare needs for the uniquely underserved jail population.
ABOUT THE LOS ANGELES COUNTY:

The Los Angeles County Department of Health Services (DHS) is the second largest municipal health system in the nation. DEFINITION:
Performs venipuncture and skin puncture to obtain blood specimens from patients for diagnostic testing in a medical or clinical laboratory.
  • Verifies patient's identification, reviews specimen requisition and testing instructions from physicians and obtains specimens of patient blood for diagnostic testing by means of venipuncture or skin puncture methodology utilizing a syringe, vacutainer, lancet or other approved technique.
  • Assembles testing equipment such as tourniquet, needles, disposable containers for needles, blood collection devices, gauze, cotton, and alcohol work on tray, according to requirements for specified test or procedures.
  • Calms and reassures patients who are anxious or apprehensive about having blood specimen drawn; explains to patient why specimen is needed in order to elicit cooperation.
  • Prepares blood samples obtained for diagnostic testing in laboratory. Labels blood samples drawn accurately.
  • Fixes blood specimen on glass slide by utilizing edge of another glass slide to smear a drop of blood across its surface for the purpose of microscopic examination by other personnel, as needed.
  • Carries or otherwise forwards all labeled blood specimens drawn to appropriate laboratory for analysis.
  • Receives and processes patient specimens by centrifuging, making primary inoculations of media, preparing and staining of smears and/or plates, and operating semi and fully automated equipment, as needed.
  • Records and transcribes laboratory test requests and results from lab reports and worksheets into a permanent log or computer, as needed.
  • Sorts and routes laboratory reports to patient's ward or clinics, as needed.
  • Participates in the facility, department and section Quality Assurance/Assessment activities.
  • Performs related duties as assigned.
  • Performs the duties of a Laboratory Assistant or Laboratory Attendant as needed.

MINIMUM REQUIREMENTS:
Six (6) months of experience at the level of the Los Angeles County class of Laboratory Assistant.
LICENSE(S) AND CERTIFICATE(S):
A valid certificate to practice as a Certified Phlebotomy Technician I or II issued by the California State Department of Health Services, Laboratory Field Services (CADHS-LFS) Phlebotomy Program.

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

DESIRABLE QUALIFICATIONS:
Additional credit will be awarded for additional experience beyond the Minimum Requirements.

PHYSICAL CLASS II - Light:
Light: Light Physical effort which may include occasional light lifting to a 10-pound limit, and some bending, stooping or squatting. Considerable walking may be involved.

SPECIAL REQUIREMENT INFORMATION:
*Experience at the Level of Laboratory Assistant in the County of Los Angeles is defined as: Assists laboratory personnel in the performance of standard laboratory tests on human and other specimens or assigns, trains, and reviews the work of a group of lower-level laboratory positions.

All required licenses and certifications must be active and unrestricted or your application will not be accepted.

EXAMINATION CONTENT:
This examination will consist of an evaluation of training and experience based upon application information and desirable qualifications, weighted 100%
Candidates must achieve a passing score of 70% or higher on the examination in order to be added to the Eligible Register.

ELIGIBILITY INFORMATION:
Applications will be processed on an "as-received" basis and those receiving a passing score will be promulgated to the eligible register accordingly.
The names of candidates receiving a passing grade on the examination will be added to the Eligible Register in the order of their score group for a period of six (6) months following the date of promulgation.

No person may compete in this examination more than once every six (6) months.

AVAILABLE SHIFT:
Appointees may be required to work any shift, including evenings, nights, weekends and holidays.

VACANCY INFORMATION:
The eligible register resulting from this examination will be used to fill vacancies throughout the Department of Health Services as they occur. Some candidates may be required to work in the Float Pool at various facilities.
