Job Summary
The Heavy Equipment Operator performs a variety of journey-level duties operating medium and heavy equipment in the construction and maintenance of City streets. Work is performed on City streets, rights-of-way, stormwater systems, alleys, swales, concrete curb and sidewalk, signs, and signals. The position may be assigned to a specific area or be given specific maintenance assignments. The position works directly under the supervision a Lead Field Worker but with some leeway for independent judgment and initiative. The position requires a Class A CDL air brake, and tanker endorsements and flagger, CPR, and First Aid certifications. Four years' street-related construction, maintenance, and/or heavy equipment experience is preferred. This position must maintain flexible work hours and is on-call nights, weekends, and holidays to perform snow removal work and respond to emergency situations. The position works in an outdoor environment with exposure to adverse weather conditions, excessive noise, traffic, and open trenches and hazards involving the use of power tools, light and heavy construction equipment, hazardous chemicals, and asphalt fumes.

- Performs a variety of journey-level duties in the operation, maintenance, and repair of City streets to ensure public safety and the safe and efficient movement of traffic;
- Performs construction and maintenance duties on City streets, rights-of-way, stormwater systems, alleys, swales, concrete curb and sidewalk, bridges, guard rails, signs, signals, and other City public areas;
- Performs concrete and asphalt paving and patching operations on streets, curb, and sidewalks including, but not limited to, road base reconstruction, hauling/placing hot asphalt, hauling/placing spoils, and hauling/placing new base material;
- Performs construction and maintenance on City concrete curbing and sidewalks including, but not limited to, removal, regrading, and replacement to meet ADA standards;
- Paints and stripes streets and crosswalks;
- Transports and deposits construction material;
- Provides safe, unrestricted roads and rights-of-way including, but not limited to, paving, sweeping, plowing, sanding, grading, and tree trimming and removal;
- Provides operational support to other City departments;
- Provides traffic control support for parades, special events, emergencies, construction work zones, and to support fire and police activities;
- Maintains and constructs storm water and retention basins;
- Maintains sign/signal maintenance programs, including for emergency and special events;
- Provides mechanical support in the maintenance of the Department's equipment;
- Uses and maintains a variety of hand and power tools;
- Uses and maintains a variety of light and heavy equipment;
- Participates in work zone safety procedures including flagging as required by state and federal regulations;
- Maintains buildings and grounds;
- Responds to management's, supervisor's, co-workers' and citizens' questions and comments in a courteous, thorough and timely manner;
- Performs time management and meets deadlines;
- Maintains strict confidentiality of all matters;
- Assists other department and City employees as needed or requested;
- Performs all work duties and activities in accordance with City policies, procedures, and safety practices.
- On call to respond to emergency situations;
- Attends seminars;
- Performs the duties of Lead Field Worker in that employee's absence;
- May serve on a variety of committees;
- Performs other duties as assigned.
- High school diploma or GED;
- Idaho Class A CDL license with tanker endorsements required;
- Flagger, CPR, and First Aid certifications required within one year of hire;
- Four (4) years' street-related construction, maintenance, and/or heavy equipment experience is preferred; or
- An equivalent combination of education and experience that provides the required skills, knowledge and abilities to successfully perform the essential functions of the position may be considered.
