Job Description
The Senior Heavy Equipment Operator is the primary crew leader and heavy equipment operator for each crew assigned to the Easement Maintenance Program within the Sewer Maintenance Division. Crews within this program are tasked with removing vegetation from sanitary sewer easements in order to establish or maintain access for staff and heavy equipment, typically utilizing a wide range of gas-powered equipment from chain saws and weed eaters up to large tractors, bushhogs, and forestry mulchers. In addition to heavy equipment operation, this role also provides crew supervision, hauling/transport, jobsite planning, work documentation, and manual labor support functions for assigned work.

Work Hours:

Job Description

- Inspects vehicle and equipment on a daily basis
- Acts as lead worker, overseeing all aspects of job completion to include managing subordinate staff on jobsites and crew completion of all other work-related tasks
- Plans jobsite layout, setup, and teardown.
- Conducts safety tailgate briefings prior to assigned work.
- Hauls heavy equipment to and from job sites.
- Maintains and operates a wide range heavy equipment including various excavators, backhoes, track hoes, track dump trucks, skid steers, etc.
- Oversees completion of truck/supply room inventory

- Performs skilled maintenance work with the proper maintenance tools and equipment for tasks, following established safety policies, procedures, applicable codes, and regulations
- Serves as the lead worker of a two staff member crew by assigning work and monitoring work completion. Additionally fills in, as needed, for the assigned Senior Utilities Specialist (Field Supervisor) during absences or vacancies
- Operates and/or transports equipment, utilizing heavy equipment for various functions such as grading/excavating, collecting and removing of debris, and refuse or snow material application and distribution. Plans routes, oversees setup of traffic control measures, and sets up work areas for safety and operational efficiency
- Utilizes heavy equipment to cut and remove vegetation from areas where sanitary sewer structures are located outside of public right of ways or streets. Work areas include rough terrain, steep grades, stream beds, and low-lying wetland areas
- Plans, monitors and reviews inventory, resources and materials needs. Initiates orders for resources based on requirements, liaising with contract workers and trade specialists as needed by scheduling and coordinating repairs and maintenance services.
- Oversees setup/teardown of traffic control work zones and various safety equipment including trench boxes, hydraulic shoring, and confined space equipment. Monitors such work to ensure applicable rules and regulations are followed
- Instructs staff completing various manual labor tasks such as work site cleanup, materials hauling/disposal, use of various gas-powered small equipment, and additional site restoration activities
- Documents work progress and complete electronic work orders
- Responds to customer generated calls and investigates issue reports to determine appropriate corrective actions
- Supports the City's emergency response in the event of inclement weather, such as debris cleanup after severe storms or snow and ice response for Division facilities
Education and Experience:
High School diploma or G.E.D. equivalency and 3 to 5 years' experience in medium to heavy construction equipment operation or related work, such as:
- Construction: grading, storm drain, site work, builder, plumber, any utility construction (including fiber installation), road construction
- Landscaping: installer, maintenance, irrigation
- Mechanics: heavy equipment, HVAC, hydraulic systems
- Farming: manual labor, equipment operating
- Moving Company: labor, truck driver
- General Municipal Worker: utility inspector
- Tech School Student: mechanical
- Firefighter: full or part-time
Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substituted.
Licensing and Certifications:
- Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire
- Valid North Carolina Class A Commercial Driver's License with a satisfactory driving record, or the ability to obtain within 90 days of hire
- NC WPCSOCC Collection System Operator Certification Grade I or II, or the ability to obtain within 1 year of hire
