Overview

The Heavy Equipment Operator will use heavy equipment and other equipment associated with construction and maintenance activities in the Water/Sewer Dept. Equipment operation includes complex mechanisms which require skill, dexterity and finesse and work is performed to exacting tolerances. Performs various construction, maintenance and repair duties in support of department activities.

Responsibilities

  • The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
  • Operates heavy equipment such as a motor grader, backhoe, front end loader, multi-axle trucks, dump trucks, garbage trucks, snow plow, brush truck, and other related equipment to complete construction, maintenance, repair, and installation activities in area of assignment: grades roads and excavates earth;
  • Maintains rights of way: inspects rights of way; mows and/or bush hogs rights of ways and tap stations; cuts fallen or growing trees; removes debris and blockages; and repairs fences.
  • Depending on area of assignment, may perform duties in construction, installation, maintenance, and repair of streets and roads: installs and removes roads, sidewalks, curbs, etc.; clears and repairs ditches; repairs asphalt and concrete; compacts road surfaces; packs ground materials; removes snow and ice; cleans streets, etc.
  • Depending on area of assignment, may perform duties to collect trash, limbs, and other debris and transport it to the landfill: drives assigned route; positions vehicle alongside targeted debris; operates truck- or trailer-mounted knuckle-boom arm to pick up debris and load it into the truck; secures all doors, gates, and fasteners to prevent spillage or loss of load during transport; dumps material at appropriate location, etc.
  • Depending on area of assignment, may perform duties in construction, installation, maintenance, and repair of gas utility lines and systems: operates ditch witch, tapping and shut off equipment and boring equipment; makes risers for service lines; assembles farm tap for high pressure service lines; levels and tamps ditch lines; fuses pipes; assists with pipe fitting and welding; installs and maintains the cathodic protection systems; conducts leak surveys as needed; paints regulator stations and farm taps.
  • Depending on area of assignment, may perform duties in construction, installation, maintenance, and repair of water/sewer utility lines and systems: Repairs leaks and breakdown in water and sewer lines: makes water taps and runs service lines; replaces, replaces, and/or installs meters and meter boxes, sewer taps and rings, compound meters, hydrants, large water valves, etc.; rods stopped sewers; builds meter pits; raises manholes and enters manholes in order to remove debris; tears down, repairs and rebuilds river and water tank pumps; cleans and repairs bar screen at river, etc.
  • Performs duties of maintenance or utility worker when not operating equipment.
  • Performs routine maintenance of equipment, such as changing oil, refueling, refilling lubricants, etc.: cleans vehicles, beds, and mounted equipment upon completion of assignments; secures vehicle after use; and maintains inventory of equipment on work truck.

Additional Functions:

  • Locates utility lines as needed.
  • Directs traffic at job sites as required.
  • Performs other related duties as required.

Qualifications

  • High school diploma or GED required; supplemented by two years of experience in heavy equipment operation; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
  • Specific License or Certification Required: Must possess and maintain a valid South Carolina Commercial Driver’s License (CDL), including appropriate endorsement(s). Depending on area of assignment, may be required to possess and maintain Plastic Fusion certification.
  • Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all City or departmental policies, practices, and procedures necessary to function effectively in the position.
