Position Description

POSITION TITLE: Human Resources Generalist

LOCATION/DEPT: Crisis Response & Transportation Unit 10 S. Kedzie

REPORTS TO: Program Director

FLSA CATEGORY: Exempt

PAY GRADE: 406 ($50,813-$60,975)

Job Summary

A resource exists to ensure that Human Resources (HR) functions are effectively developed, implemented, followed, and evaluated.

Essential Duties and Responsibilities

Recruitment

  • Monitor open positions and implement recruitment strategies.
  • Position descriptions are current and reflect duties and required competencies.
  • Recruitment is coordinated with each department to include as needed.
  • Applications from qualified candidates will be forwarded to the hiring managers for consideration.
  • Coordination of interviews, fingerprinting, etc.
  • Responses to candidates are processed in a timely manner.
  • Consultation is provided in the selection of candidates.
  • Ensures references are completed and forwarded to the divisional HR department.
  • Background check policies and procedures are maintained.
  • Territorial, divisional, and program policies on background checks is followed for all hires including obtaining approvals.
  • Obtains information from prospective employees for NCI background checks, obtain the NCI reports, and ensure the hiring approval acknowledgment is signed.
  • Issue vouchering letters and complete telephone reference check forms for potential employers.
  • Background check clearances are communicated timely.

Administration

  • Create and maintain employee files. Ensure each file is complete with all required paperwork. Maintain strict confidentiality of employee files. Oversees security of archival storage of terminated files.
  • Orientation for new employees is completed with required paperwork being completed, collected, and tracked.
  • Effectively communicate History and culture of The Salvation Army Social service program.
  • Policies, benefits and program expectations.
  • Complete electronic I-9s and forward confirmation to divisional HR department within the required timeframe.
  • Coordinate with HR divisional department on processing of hires, terminations, status changes (pay changes, title changes, promotions, etc.) including submitting information to TSAMM.
  • Advise administrative and supervisory personnel of initial and annual evaluations due for staff.
  • Track and monitor the receipt of performance evaluations and ensure they are processed in a timely manner.
  • Submit the required documentation to the divisional HR department.
  • Ensure all requirements of positions including trainings are documented, tracked and monitored for compliance (Safe-From-Harm, Harassment Prevention, CPR, Mandated Reporter etc.).
  • Training is coordinated throughout the year to give staff multiple attendance opportunities.
  • Contract, regulations, and program directives are regularly reviewed in consultation with Program Directors for new requirements.
  • Training compliance follow up with staff or outside entities is completed as needed.
  • Maintain an audit schedule and ensure all HR related documents/data are complete and on file in preparation of any audit.
  • Oversee the annual MVR review.
  • Confirm all employees designated to drive Salvation Army vehicles or use personal vehicles for official business are approved to drive.

Benefits Management

  • Act as the liaison with the divisional HR department regarding all benefit and insurance issues.
  • Maintain any benefits related documents.
  • Problems are brought to/followed up with divisional HR department for resolution.
  • All Workers Compensation claims are reported/processed and tracked timely. Claims are reported to the divisional HR department.
  • All leaves (FMLA, PLOA) are coordinated and tracked with supervisors and divisional HR department. Pertinent information is communicated to the divisional HR department.

Employee Relations

  • First point of contact for all employee related issues or concerns.
  • Consults with and keeps the Program Directors informed on all pertinent issues or problems.
  • Assist with investigating employee relations issues and works with Program Directors and Program Managers to resolve issues in a timely manner.
  • Performance counseling occurs in coordination with the Program Directors in compliance with divisional standards.
  • Healthy employee relations are maintained through effective communication, solicitation of employee feedback, employee events, and recognition. Monitors employee morale and reports problems or issues to the Program Directors and Program Managers in a timely manner.
  • Disseminate pertinent information to staff as needed (open enrollment, employee handbook updates, etc.).

Other Duties

  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Assist with meeting all legal and program requirements related to the Human Resources function, including documentation, record maintenance, and reporting requirements as defined by program/administration policies and directives of The Salvation Army.
  • All other duties as assigned.

Minimum Knowledge, Skills, and Abilities

  • Bachelor’s degree in human resources management or another business-related field is required. PHR/SPHR or SHRM-CP/SCP Certification preferred.
  • A minimum of 3-5 years Human Resources related experience.
  • Proficient in PC-based work environments, including Word, Excel and PowerPoint.

Reporting Relationships

This position reports to the Transportation Program Director, working in conjunction with the Shield of Hope Program Director. The HR Generalist works closely with Program Directors and Program Managers. This position will also work closely with the Chicago Area Command Human Resources Director on any HR related issues. In addition, the HR Generalist relates to a large and diverse number of people inside and outside the Salvation Army. In these contacts, the individual acts as a representative of the Army and its mission.

Performance Measurements

This individual will be evaluated on how effectively the outcomes of this position are achieved. Performance evaluations will consider the timeliness, effectiveness, and completeness of tasks performed and the results of internal and external audits, when applicable. A performance review will be conducted.
