Your Role and Impact

As a Consulting HR Manager serving PBO clients, you will oversee the comprehensive administration of human resources functions on behalf of client organizations. You will act as a trusted adviser and subject matter expert, ensuring regulatory compliance, maintaining accurate documentation, and fostering positive employee experiences throughout the employee lifecycle. You will guide clients through HR compliance, employment law, and best practices, and manage HR operations including talent acquisition, onboarding, offboarding, payroll, benefits, and employee relations to align with client objectives and culture. You will provide leadership in benefits administration, leave programs, and performance management, and serve as the primary contact for client HR needs while upholding confidentiality and professionalism. You will support clients in multi-state requirements, workers’ compensation, and ADA considerations, manage HR information systems and records, and guide transitions such as offboarding and reductions in force. This role requires strong communication, collaboration, and the ability to work effectively in remote team environments to support client retention and outcomes.

Responsibilities

HR Manager (Administration) Consulting:

  • Serve as a fractional or consultant-level HR Manager to PBO clients to administer the daily HR functions on behalf of the client.
  • Oversee the comprehensive administration of human resources functions for PBO client organizations.
  • Serve as a trusted advisor and subject matter expert in all HR matters, ensuring regulatory compliance and accurate documentation.
  • Champion HR compliance, guiding clients through employment law complexities and best practices.
  • Manage HR operational aspects of talent acquisition, onboarding, payroll, benefits, and employee relations in alignment with client objectives and company culture.
  • Provide management and oversight in benefits administration, leave of absence programs, and performance management.
  • Act as the primary point of contact for all HR needs, maintaining professionalism and confidentiality.
  • Support clients in navigating multi-state requirements, workers' compensation, and ADA considerations.
  • Manage HR information systems and maintain accurate records to facilitate informed decision-making and business goal achievement.
  • Guide clients through transitions such as offboarding and reductions in force, ensuring processes are compliant and handled with care.
  • Demonstrate strong communication skills and the ability to work collaboratively in remote team environments.

Engagement Management

  • Proactively manage HR administration engagements to contribute to client retention, engagement success, and overall business outcomes.
  • Understand the scope of work for each of your clients and remain within scope budget.
  • Manage and delegate work to appropriate level of resources on each engagement.
  • Monitor workflow progress and proactively identify potential risks or obstacles that may impact deliverables, addressing these issues in a timely manner.
  • Foster an environment of continuous improvement by soliciting feedback from client and PBO engagement team, analyzing engagement outcomes, and implementing process enhancements as needed.
  • Work collaboratively with all PBO teams, including accounting, human resources, and others involved in separate engagements with the same client.

Client Management

  • Collaborate with PBO internal team to successfully onboard and offboard clients, as needed.
  • Partner with clients to understand their ongoing pain points to help provide solutions.
  • Address simple client concerns and partner with senior PBO consultants to navigate complex client complaints.
  • Maintain a high level of responsiveness to client inquiries, ensuring timely and effective resolution of issues.
  • Provide clear documentation and updates to both clients and internal teams to support transparency and informed decision-making.

Administrative/Training

  • Timely entry of billable hours to ensure accurate billable hours for each engagement.
  • Remain compliant with required training (e.g., cybersecurity).
  • Stay up-to-date on HR compliance and technology.
  • Stay informed about emerging trends and best practices for AI tools in HR, leveraging technology responsibly to enhance processes and deliver innovative client solutions.

Qualifications For Success

  • Bachelor’s degree in HR, Business or related field preferred.
  • Minimum 5-7 years of experience as an HR Manager or in a related role; experience in a one-person HR department servicing multiple locations is a plus.
  • HR certification through HRCI and/or SHRM a plus.
  • Bi-lingual Spanish (written and verbal) strongly preferred.
  • Solid foundation of HR compliance and day-to-day HR administration.
  • Ability to work collaboratively in a remote team environment.
  • Strong written and verbal communication with a sense of urgency and professionalism.
  • Experience navigating complex conversations with leadership and employees.
  • Ability to manage multiple client relationships and projects with time management and prioritization.
  • Proficiency with Microsoft Office and familiarity with HRIS and other HR and business tech tools.
  • Blend of corporate and HR consulting experience is a plus.
